Item Determinants of effective monitoring and evaluation of local government health centers building projects: A case of Mara Region(Mzumbe Unversity, 2019) Yasini, Nassoro A.The aim of this study was to evaluate the determinants of monitoring and evaluation in local government health centers building projects in Mara Region. The objectives of this study were first to assess the effect of availability of budgetary allocation on effective monitoring and evaluation of local government health centers building projects, observe/examine the influence of stakeholders participation on effective monitoring and evaluation of local government health centers building projects and assessing the influence of management support on effective monitoring and evaluation of local government health centers building projects. The sample size for this study was 215 from the population obtained after adoption of Yamane formula of 1967 to determine optimal sample size, if the population is known. The study employed Cross sectional design approach whereby data were collected through questionnaire and investigated. The ordered logistic estimation model was employed for analysis purposes. Quantitative data obtained through prepared questionnaires done with officers/employees from some different departments. These show that budget allocated in projects, stakeholders‟ participation and management support have a great significant effect on the effective M&E of health centers building projects conducted in Mara Region. Thus, frequent formal and refresher training, timely planning and compliance for budget request are recommended to expand the capacity of the effective M&E processes in local governments. Finally, the discoveries proposed on the utilization of best ways to deal with improve effective M&E frameworks including Capacity building and training programs, the difference in National policies and plans from Infrastructure to administration situated or approach, to set up an Independent M&E unit and adopting participatory approach.
