dc.description.abstractThe importance of public private partnership in maintaining peace and security in the community has been several times acknowledged by police top officers. However the challenges of involving PSCs in security service delivery are many. These challenges are presence of intruders, leakage of security information, thefts, biased security service and overlapping of responsibilities. This study focused on assessing the public private partnership in security service delivery in Arusha Region. The study aimed at investigating how the regional security authority is really collaborating with the private actors in security service delivery. This was a case study which used simple random and purposive sampling technique to get 64 samples from security actors within Arusha region which included the Regional Defense and Security organs, the police force and the private security actors. This study was guided by three research objectives which were; to examine the roles of the ARD&SC in management and provision of the security services in the region, to identify the private actors and examine their roles in provision of the security services in Arusha region, and to identify and analyse the factors affecting PPPs in provision of security services in Arusha region. The findings from the study has revealed that the PPPs in security service delivery is really good approach in improving security service in the region. The research question have been well responded and it was revealed that there are roles played by ARD&SC, the role of private actors, the way the collaboration is implemented, factors affecting security service provision through PPPs have been revealed accurately. The results revealed that ARD&SC is the organ responsible to oversee all security matters in the region, there are private actors and they play vital role in promoting security accessibility and efficiency in the region and the provision of security service through PPPs are affected by many issues including technology, integrity, education level and age. The study recommends that the government at national level should create independent regulatory bodies to monitor PSCs in the regions and prohibit them from monkey freedom in the security field. The unregulated PPPs in security will jeopardize the regional security industry.
