Abstract
The study assessed the factors which limit the competitiveness of state owned enterprise and in particular Tanzania Telecommunication Company Limited (TTCL) as a case study. The study employed qualitative and quantitative methods in data collection, respondents were sampled randomly and purposively whilst the data analysis was done under the aid of SPSS. The main objective was to examine TTCL`s limited capacity to compete in the telecom market whilist the specific objectives entail examine the functioning of TTCL in the market and the factors for success or failure. The findings from the study have revealed that, TTCL has the required potentials in terms of human resource and finance. However, the big challenge is the limited human capital development plan, motivation and involvement in the TTCL management`s decisions. Secondly, the findings reveal that, the government intervenes to promote the functioning of TTCL. However, the challenge is the political interference in the functioning of the company and thus aborting the management’s decisions and operational plans for sustainable development of the company. The third factor affecting the efficiency of TTCL was found to be TTCLs divided loyalty between the employees and the management. The subordinate employees consider the management to be fraudulent and mismanage the company`s money for their own benefit. In this course, it is not easy for subordinate employees to own the agenda of efficiency for TTCL. It is concluded that TTCL still has an opportunity to grow and dominate the telecommunication market if the restructuring and the mode of managing human resources changes. The company is to consider the involvement of employees in decision making and also motivate employees in order to address the separating gap between management and subordinate employees. It is thus recommended that, the government has to put the eyes on TTCL but remove its hands in order to increase the discretionary powers of management to take quick measures which can enhance the company`s creativeness and innovativeness to curb the market potential
