dc.description.abstractThe focus of the local government reform program 1996-2008 is on building capacity of local authorities to be efficient and effective organizations and accountable lead actors in the planning and implementation for delivery of basic services, social, economic development and poverty reduction interventions; enhancing participation and demand for accountability by the Citizens for efficient and effective use of public resources, delivery of public services, and poverty reduction; and strengthening capacity and systems on financial management fundamentals in both higher level local government authorities (HLG) and lower level local government authorities (LLG). The ultimate aim of the Tanzania reform agenda local authorities is to improve and increase the application of accountability, transparency, and participation for public service delivery to the satisfaction of the people and stake holders alike. This goal is also considered as a strategy towards poverty alleviation. The movement towards decentralization by devolution (D by D), is an attempt to, among other things, improve the application of corporate management principles in the delivery of public services and increase productivity of councils and public sector at large.
