Developing a mobile decision support system for monitoring child growth from 0 to 23 month of age

The application of mobile phone technology is growing rapidly in recent years. It has been adopted, inter-alias, in the health sector where it is growing rapidly worldwide. This is due to mobility, time efficiency, low cost, reliability, and user friendliness of the mobile healthcare. In Tanzania the adoption of mobile phone technology in healthcare is growing day to day, but still many applications are not oriented towards monitoring a child growth. This study had determined the challenges facing growth monitoring process in children and design a mobile application for monitoring growth in children between 0 and 23 years of age. This is because at this age a child needs special attention as any health problem can affect the future of a child’s life. The sample consisted of 30 parents and caregivers selected by purposive sampling procedure from 3 health centers in Morogoro municipality. The data was collected through interview and documentary review. The data collected from this study revealed that the growth monitoring process faces many challenges such as shortage of health personnel, lack of coordination, shortage of expertise in growth monitoring process, and limited number of healthcare centers. Also a distance between residence and the health centers affects the monthly clinic attendance. Moreover, the shortage of health workers in most of the health centers causes the growth monitoring process to take a long time. In some of the health centers there is no nutritional expert so it is difficult for parent to get good advice in case of child nutritional problems. Thus, this study presents the design of the Mobile Decision Support System (MDSS) for monitoring growth in children. This system will help parents to monitor growth of their children through smart phone. The system takes short time to complete growth monitoring process and it will be available all times i.e.24/7. The MDSS provides a flexible way of growth monitoring unlike the current method which is limited to be conducted from morning to afternoon. The system is designed and implemented in android platform, so that it can be accessed through android mobile phone. The evaluation of the proposed solution in terms of reliability, functionality and usability suggested that, is a worth and helping idea as 30 interviewed users responded positively.
Development of a Kiswahili-user-centered cloud-based site building platform: A contribution to local content development initiatives in Tanzania

This thesis reports about a project undertaken to develop a Kiswahili-user-centered cloud-based website building platform. An extensive study based on literature review built a basis for forming requirements for the platform. The desire to undertake this project was triggered by a call by the government of the United Republic of Tanzania on local content development, as documented in the national information and communications technology policy of 2016. The project employed a combination of certain research methodologies and system development methodologies. Literature review, experimentation and observations played a vital role in helping the researcher form a clear picture of how to develop the platform. The project employed Object Oriented System Analysis and Design (OOSAD) approach, the incremental model of System Development Life Cycle (SDLC), entity relationship diagramming tools, web wireframes and a set of several Unified Modeling Language (UML) diagrams as system design tools. System building was accomplished using a number of languages and libraries: PHP, MySQL, HTML, CSS, JavaScript/JQuery and Bootstrap framework. System testing was done at different levels: the unit level, the integration level, and the system level. Further, white-box, black box, and grey-box testing was conducted along with dynamic testing technique. The main deliverable of this project was Kiswahili user-centered cloud-based website building platform that is meant to serve the local community with higher level of convenience as compared to similar solutions available in the market. The researcher ultimately conducted a test with 30 participants, results of which indicated that the platform is friendly enough to serve the targeted users
Development of a web-based information system for managing allocation of public primary school teachers in Tanzania

A study was conducted to find out the imbalanced allocation of public primary school teachers in Ilala Municipal, Dar-es-salaam. A total of 5 primary school head teachers and 6 education officers from MoEVT, PORALG, and Ilala Municipal were purposefully selected for the study. Case study research design and qualitative method were employed. Data were collected through interviews and documentary reviews and were analyzed qualitatively using content analysis. The results of the study revealed that the allocation of public primary school teachers in Ilala Municipal does not consider Pupil-Teacher Ratio (PTR), gender, or disability. Usually, they allocate teachers based on the requirements of teachers for a particular school, and sometimes they consider criteria such as marriage and diseases (e.g., HIV) when allocating teachers. The results also showed that some schools have many pupils with large class sizes and few teachers, while other schools have few pupils with small class sizes and many teachers, which results in a higher Pupil-Teacher Ratio (PTR) in some schools and low in other schools. Based on the results found, a web-based information system for managing the allocation of public primary school teachers was designed and developed using prototyping methodology. The system was able to perform an automatic, balanced allocation of teachers to all schools when the names of new teachers were entered into the system. The allocation was based on criteria such as PTR, gender, disability, and school location (village-based schools or urban-based schools), hence removing the imbalanced allocation of primary school teachers that used to be done before. If this developed system is used effectively by PORALG who are responsible for teachers’ allocation, it will help them remove the imbalanced allocation of teachers in all schools, facilitating easy learning for pupils and enhancing their performance.

Monitoring spread of epidemic diseases by using clinical data from multiple hospitals: A data warehouse approach

Many countries apply data science techniques to enhance their health sectors and the surveillance of diseases. The success of the innovations lies on the availability and quality of datasets to be analyzed. In Tanzania, while different Hospital Management Information Systems (HoMIS) like the Government of Tanzania Hospital Management Information System (GoT HoMIS) are installed in various hospitals, the data stored in the systems are not integrated. This causes unavailability of high quality, timely, anonymous, harmonized, and integrated datasets that can be shared and exhaustively analyzed for epidemic diseases surveillance. This study intended to develop a data warehouse to host patients’ demographic and clinical particulars essential for epidemic diseases surveillance from a multi-node GoT-HoMIS, and yield an integrated dataset that can be used for epidemic diseases surveillance. Interviews were conducted in three strategic health facilities and the Ministry responsible for Health in Tanzania. Documents were reviewed, and observation done on the patient’s registration process in the GoT-HoMIS. Thereafter, a data warehouse was developed to run under MariaDB database server, and using Hypertext Preprocessor an Extract, Transform, and Load (ETL) module was developed. The ETL module was deployed at six health facilities, and the resulting integrated dataset of 152 104 facts was visualized by using FusionCharts libraries. The study demonstrates a novel means to extract data straight from the GoT-HoMIS nodes, which has the potential to make available and provide timely data and integrated reports for decision-making on epidemics. By scaling the innovation to other health facilities, epidemics surveillance can be significantly enhanced
Performance prediction in mathematics using educational data mining techniques: A case of Mzumbe University in Tanzania

Nowadays, Higher Learning Institutions (HLIs) store a large amount of students’ data. However, those data are not widely used to solve the academic problems of the students that are available at the HLIs such as poor performance of the students in some of the courses. Educational Data Mining (EDM) is the technology that can be applied to predict the performance of the students on the available dataset at the HLIs. This study intended to solve the problem of poor performance in Mathematics for degree management students at HLIs using EDM techniques. The purpose of the study was to predict Management degree Students’ performance in Mathematics using EDM taking Mzumbe University (MU) as a case study. The quantitative research approach was applied in this study basing on the design science steps. Secondary data were collected to create the dataset through document review from examination office (final examination (FE), course work (CW) and Remarks), admission office (age, gender, entry category and ordinary level mathematics grades), accounts office (sponsorship details), department of mathematics and statistics (number of instructors) and accommodation office (living location) at MU including Main campus Morogoro and Mbeya Campus. Different Machine Learning (ML) algorithms were applied on training set (60%) such as K-Nearest Neighbor (K-NN), Random Forest (RF), Decision Tree (DT), Support Vector Classification (SVC) and Multilayer Perceptron (MLP). ML algorithms were validated using 10-fold cross-validation and validation dataset (20%) and the best algorithms were RF, DT and K-NN. During the evaluation of the three best ML algorithms using 20% of the dataset, RF ML algorithm was found to be the best for model development in mathematics performance prediction in this study with the accuracy of 99% and F1-scores of 99% and 100% for fail and pass class respectively. Moreover, DT was able to generate rules that were applied to recommend the minimum grade of D for ordinary level mathematics in admission to degree management students to reduce the failure rate at HLIs.
Web-based human resource reporting management information system a case study: President’s Office Public Service Commission (PO-PS)

The study was conducted at the Public Service Commission (PSC) located at Ilala Municipal in Dar es Salaam, Tanzania. The general objective of this study was to address the challenges facing the current human resource reports management system for PSC. Purposive sampling technique was used in selecting respondents who participated in the study. Data were collected through three methods which were interview, focus group discussion and documentary review while qualitative analysis was being used in analyzing data by putting together similar ideas. The study was guided by two specific objectives which were; to identify challenges facing current HRRSMS for PSC, to develop a Human Resource Reports Web-based Submission and Management Information System at PSC. The findings found that HR report submitted at PSC at low rate annually. The study found that the common challenges facing current report submission and errors occurrence during long calculations and proper generation of the report, difficult in monitoring the submission, limited hours of operation, funds, management commitment, and continues fall of HR reports submission from the stakeholders. The study also describes ways to develop a Web-based Human Resource Reporting Management Information System at PSC where the prototyping was adopted in system development, unity testing, user testing, system testing were conducted before official deployment of the system. It was concluded that the existence of the challenges facing current (papers) reporting management system at Po-PSC, which hinders supervision and compliance monitoring HR status in Public Service. The study recommends the PO-PSC to use web-based reporting management information system at PSC as the best solution to those listed challenges. On top of that, the study recommends that for smooth adoption of web-based reporting management information system must have strong stakeholder’s involvement, committed management change, and government support.
