    Effectiveness of works procurement contract management in achieving value for money: A case study of College of Business Education – Dar es Salaam Campus

    Contract management is an important activity in public procurement especially on executing development projects while aiming at value for money. On the contrary, reports from the Public Procurement Regulatory Authority show that funds have been wasted due to poor contract management practices, hindering value for money achievement in most of the public institutions across the globe. Generally, the study aimed at assessing the effectiveness of works procurement contract management in achieving value for money. Specifically the study aimed at describing the procurement methods used in works contract, the criteria used in evaluation and selection of contractors and the extent to which the contracting parties fulfill their objectives in achieving Value for money Taking the case of College of Business Education, a case study research design was used to undertake the study where by purposive and simple random samplings were used to take a sample of 69 respondents. Data were collected through the questionnaire, interview, and document review. Based on the collected data the researcher used both qualitative and quantitative approach to analyze data; qualitative data were analyzed through the use of interpretive and reflexive approaches while the quantitative data were analyzed through the utilization of SPSS program which assisted the researcher to run some of the analysis. The findings reveal that College of Business Education has been able to achieve value for money in the works procurement contracts as results of having the effective contract management practices through selection of proper procurement methods that influence competition and lead to getting the reliable contractors at lowest costs. Also, through the criteria for evaluation and selection of contractors has been able to get capable and competent contractors, and it avoids favoritism and corruption. Lastly, the contracting parties fulfill their objectives by delivering the quality and completed work on time and paying the contractors on time. Due to all these factors, they guarantee the achievement of value for money despite of some few weaknesses.

    Factors influencing management of procurement records in Tanzania: A survey of selected procuring entities

    This study is about factors influencing management of procurement records in the Tanzania procuring entities. The study assessed the factors influencing management of procurement records. Specifically, the study examined capacity of personnel involved in managing procurement records, determined storage space, equipment and facilities in managing procurement records, and examined security and safety measures in managing procurement records in Tanzania procuring entities. The study used mixed research design. In the first place, exploratory case study was conducted in Dar es Salaam whereby fifteen procuring entities were studied. In the survey study, data were collected through a questionnaire survey involving 108 procuring entities. Questionnaire response rate was 75 per cent. Being motivated by institutional theory, resource based theory and theory of constraints; qualitative data were analysed thematically by using themes and narratives. Quantitative data were analysed through a logistic regression model in which marginal effects were determined to enable assessment of the influencing factors. The findings indicate that management of procurement records in Tanzania is influenced by the capacity of personnel, storage space, equipment and facilities, and security and safety measures. The findings make the following key contributions to knowledge. First, the findings reveal that procurement records are managed by personnel who are incapable in terms of knowledge, skills, competences and professional ethics. When these institutional resource constraints are not addressed; recurrence of the weaknesses found in the Tanzania procurement recordkeeping systems may persist. Second, the findings unveil the inadequacy of storage space, equipment and facilities for procurement recordkeeping systems. That is, most of procuring entities in Tanzania are constrained by inadequate storage space, equipment and facilities that render procurement recordkeeping systems to poorly perform their obligations. Third, the study provides empirical findings that security and safety measures in managing procurement records is a critical factor in ensuring that procurement records are available, complete, and authentic as when required for procurement decision making, providing procurement business transactional evidences, and for audit purposes. Lastly, the findings have recorded and documented the applicability and limitations of previous studies to the management of procurement records in Tanzania procuring entities.

    Assessment of the effectiveness of services outsourcing in public health institutions: A case of Mbeya Referral Hospital (MRH)

    Before the Ministry of Health and Social Welfare (MoHSW) started outsourcing non consultancy services, security service and cleanliness service at Mbeya referral Hospital are totally seems to be below standard to MoHSW and due to that the MoHSW started outsourcing those services researcher. This study aimed at assessing the effectiveness of services outsourcing in public health institutions. The case of Mbeya Referral hospital, the services outsourced at MRH are two which are cleaning and security services, the study based on non consultancy services. The study was carried out by using a case study design, mixed study, cross-sectional and retrospective cohort. The researcher employed the following instruments in collecting data which are interviews, Questionnaires, Observations and documentary sources. The study revealed that outsourcing at MRH is effective through adherence of contract terms and conditions were supported by 83.3% of respondents, cost effectiveness of supplier through cost sharing were supported by 97% of respondents, consistency in quality in delivering of service were supported by 70% of respondents and good performance of service providers were supported by 70% of respondents. Though outsourcing at MRH are effective but there some problems like Low knowledge and skills to services providers which forced the MRH to employ health attendants to performs cleanness also modern equipment are not user friendly by service providers were supported by 55% of respondents and the organization faced with theft incidence were supported by 93% of respondents. These findings are both consistent and inconsistent with the previous research findings. The researcher recommends that for the effectiveness of services outsourcing at MRH, the service provider for cleaning service should be the one who have competent workers who can clean both infectious (IPC) and non-infectious products in hospital while for security service there should be competent workers who are well equipped with technological advancement in securing the hospital. The results obtained from the research that was conducted in Mbeya referral hospital cannot be generalized to all services outsourcing as the services providers at MRH may be different to that of Muhimbili National Hospital.

    Factors influencing value for money procurement in local government authorities: A case of Morogoro Municipal Council

    This research intended to investigate factors influencing value for money procurement in local government authorities. Research objectives were; to determine the effect of procurement planning on achievement of value for money procurement, to evaluate the effect of employee competency on achievement of value for money procurement, to assess the effect of resource allocation on achievement of VfM procurement, and to investigate the effect of ICT on achievement of VfM procurement in LGAs. The study was conducted at Morogoro municipal located in Morogoro region. From the population of 120 a sample of 60 respondents was obtained. The methods of data collection were documentary, questionnaire and interviews the selection techniques of the respondents were purposive sampling and systematic random sampling. This study involved mixed strategies which were qualitative and quantitative analysis. From the, finding sit was observed that the procurement plan has a positive impact on achievement of value for money procurement in local government authorities. Furthermore, the study established that information and communication technology has a negative impact on achievement of value for money in the LGAs. Likewise, resources allocation is not influencing achievement of value for money procurement in local government authorities. The employee competence is influencing achievement of value for money procurement in local government authorities. On the basis of the above findings, the study recommends that the Municipal management should make sure that they have competent personnel who are in-house so as to help in the running of the procurement process. In order to achieve value for money procurement, the municipal should emphasize much in preparation and implementing the annual procurement plan Moreover, the Municipal should provide opportunities for their personnel involved in procurement activities to attend procurement trainings and seminars conducted by the PSPTB and other credible institutions. Such trainings will help the procurement staff to equip themselves with the current skills and knowledge necessary for effective management of the procurement function of the Municipal.

    The determinants of value for money in procurement of works in Tanzania’s Local Government Authorities: A case of selected LGAS in Dar es Salaam region

    This study titled “The determinants of Value for Money in Procurement of works in Tanzania‟s LGAs” was carried out at Ilala, Kinondoni and Kigamboni Municipal Councils in Dar es Salaam Region. A review of the literature indicated that for several times LGAs in Tanzania has failed to attain VfM when performing procurement activities. In relation to this, this study sought to establish the effect of STDs, impact of ICT in procurement activities, relationship management/collaboration and institutional factors as the determinants of VfM in procurement of works in Tanzania’s LGAs. To achieve these objectives, this study employed explanatory study to explain the relationship between variables. The study collected both primary and secondary data. Closed-ended questionnaire were used to collect primary data while secondary data was collected from published journals, reports and books. The study constituted fifty nine units sample which comprised members from PMU, engineering department, TB, accounts section, audit section, and ICT department. The study used quantitative method of data collection. In data presentation and analysis descriptive analysis with the help of statistical package for social sciences (SPSS) version 23.0 were used. Factor analysis and regression analysis was employed for data reduction and assessing relationship between independent and dependent variables. The study found significant relationship between the language used in the STDs,cost of preparing STDs, ICT competence, trust, commitment, respect, political interference and community participation on VfM.However, the study failed to establish a significant relationship between the contents of STDs and ICT knowledge on VfM. The study therefore recommended that in order for the LGAs and other public institutions to attain VfM in procurement activities they should make sure that they use simple and clear language to prepare STDs, also competent personnel should be used to prepare STDs in order to minimize unnecessary cost. Also the government should provide ICT knowledge building capacity to LGAs staff. Furthermore, first priorities should be given to the local contractors in works contract activities as the study revealed that it is easier to enter into relational governancewith the local contractors rather than foreigners. Lastly, procurement activities should be conducted in accordance with the existing rules and procedures, and that the function should be free from political or other interferences.

    The contribution of procurement contract management in attaining value for money in the procurement of works: A case of VETA Kihonda and MVTTC

    It is well understood that the purpose of procurement contract management is to deliver value for money or to improve the quality of the public service. VfM is the optimum combination of the whole-life cost and quality (fitness for the purpose) to meet the users' requirement (Msita 2007). It is therefore procurement contract management is the management of the whole life cost and quality of a project or service to meet user’s requirement. The aim of the study is to find out the contribution of procurement contract management in attaining value for money in the procurement of works. The objective of the study among others include, to ascertain the contract management competencies of the procuring entity, to determine the influence of contract administration in attaining value for money in procurement of works, to determine the influence of relationship management in attaining value for money in procurement of works, to ascertain the influence of service delivery management in attaining value for money in procurement of works. The main data collection instrument employed in this study was structured questionnaire and interviews. The study employed the purposive sampling technique. The finding revealed that the methods in place to track time, quality and cost, effective and efficient mechanism for risk analysis, dispute resolution mechanism provided in the contract document, adequate provisions are in place for standard contract. It was recommended that there is still a need for formulating a policy of value for money that would address specific issues relating to achievement of value for money such as formulation of value for money objectives, value for money terms in the contract, value for money performance criteria and contract auditing

    Effectiveness of procurement contracts management in achieving value for money in procurement of works: A case of Moshi University College of Cooperative and Business Studies (MUCCoBS)

    Contract management is an important activity in public procurement especially on the deployment of the procurement system to achieve value for money. On the contrary, reports from researchers, the CAG and PPRA have shown that public funds have been wasted and misused because of poor contract implementation and management. Generally, the study aimed at assessing the effectiveness of procurement contracts management towards achieving value for money in procurement of works. Specifically, the study intended to describe the nature of procurement contracts for works, evaluate the adequacy of formulated procurement contracts for works towards guaranteeing achievement of value for money, determine the effectiveness of procurement contracts for works implementation as per terms and conditions and determine the contribution of effective contract management on the achievement of value for money. Through taking the case of MUCCoBS, case study research design was used to undertake the study whereby purposive and random sampling techniques were used to pick a sample of 60 respondents while questionnaires, interviews, observations and documentary review were used to collect data. Data were analysed through applying qualitative techniques that involved the use of "interpretive" and "reflexive" approaches while quantitative techniques involved utilization of SPSS as a tool for data analysis. Findings showed that contracts contained all the necessary required terms and conditions to guarantee value for money and it was established that contracts were effectively executed and managed adequately when compared to the terms. Also, it was determined that management of time, quality, costs and risk control results in effective contract management which contributes highly to the achievement of value for money. However, in some contracts there were signs of ineffectiveness in terms of variations and lots of extensions of time which jeopardized the achievement of value for money. Thus, it was recommended that the college should enhance supervision, prepare quality plans, hire construction experts and perform defects inspection for completed works.

    Assessment of the influence of force account in achieving value for money in construction projects in Tanzania: A case of Bariadi Town Council

    For a long time there has been an outcry in public Institutions of low quality, delayed completion and high cost of construction projects; resulting from contractors, lack of adequate supervision, lack of funds and commitment. The government has been insisting on use of FA in construction of projects. This study assessed on influence of force account in achieving VFM in construction of Health Centers‘ buildings at Bariadi Town Council. Explicitly, the study determined the influence of personnel on VFM in construction of health centers‘ buildings, examined the influence of capital on VFM in construction of health centers‘ buildings and assessed the influence of project management on VFM in construction of Health centers‘ buildings. The study was conducted at Bariadi Town council. A mixed survey study design was used to get a sample size of 205 respondents. However, the study managed to collect and analyse193 questionnaire and 12 interview guides from key informants. Both simple random and purposive sampling techniques were used in selection of sample. The study employed a questionnaire, interview checklists and documentary review methods of data collection. Reliability of questionnaire was tested before analysis of data. Quantitative data were descriptively analyzed and finally subjected to MRA to determine significance of influence on VFM using SPSS version 20, and presented by using tables and figures. Qualitative data were analyzed by using content analysis technique. The study found that there was a relatively significant influence of organization personnel and project management on VFM in construction of public buildings. VFM was explained by 29.2% and 25.3% by organizational personnel and project management respectively with significant contribution on VFM i.e. P-value 0.000 and 0.001 respectively. Organizational capital had very low influence on VFM with p-value 0.99 which is˃ 0.05 showing insignificant influence on VFM. The study concludes that FA has improved VFM in construction of buildings in public institutions. The study provides several recommendations including hiring of adequate engineers and allocate supervision fund in the construction budget. Also BOQs, drawings, specifications and construction budget should be prepared based on project location

    Governance of pharmaceutical products at health facilities level towards end user satisfaction: The case of Mbeya City Council

    The aim of the study was to evaluate Governance of Pharmaceutical products at health facility level in Mbeya City Council. Specifically, the study aimed at assessing the process of procurement and receiving of pharmaceutical products; determining the factors of storage capabilities in provision of services to end user; identifying the factors of staff skills and competences as well as evaluating the health facility budget, its challenges and implementation of direct health facility financing forpublic facilities. The data were collected by using Questionnaire, Interviews, Observation and Document Review. The researcher employed cross sectional design with the sample size of 150 respondents which was selected by using purposive sampling techniques. Data were collected and analysed both quantitatively and qualitatively by Descriptive statistics and multiple regression model assisted by SPSS version 21. The study findings reveal a big difference between public and private health facilities in the process of procurement and receiving, as well as big and small facilities. Also, for the case of storage capabilities, it has revealed that, most of private and small public health facilities do not have capacity for storage of pharmaceutical products, and the budget is a challenge for public health facilities where both depends support from central government. Moreover, are staff skills and competences where most of staff lack training, teamwork, experience and are not involved in decision making for governance of pharmaceutical products. The study also reveals the improved health system is vital to the Government having society that are assured with the services where the improved system will enhance each level of the facility to provide service accordingly, so having well and controlled pharmaceutical products at each level that will improve customer satisfaction The study recommends the Government especially ministry of Health to have a policy for health system that will improve the control of Pharmaceutical products in the areas of Procurement, Receiving, Storage and Distribution of those products to patient for both public and private, large and small health facilities.

    Contribution of electronic business practices on performance of supermarket procurement function in Tanzania : A case of selected supermarkets in Dar es Salaam

    The main objective of this study was to assess the contribution of electronic business practices on performance of supermarket procurement function in Tanzania. Specifically the study aimed at determining the effect of e-inventory management systems on performance of supermarket procurement function, establishing the effect of e-sourcing on performance of supermarket procurement function, evaluating the effect of e-payment on performance of supermarket procurement function, and assessing the effect of e-archiving on performance of supermarket procurement function. The study was carried out at CHOPPIES, TSN and VILLAGE supermarkets in Dar es Salaam, adopting both qualitative and quantitative approaches under the case study design. Simple random, purposive and convenience sampling techniques were used to select 75 respondents whereas questionnaires and interviews were used to collect data. The collected data were analyzed through content analysis, descriptive statistics and multiple linear regression. The findings show that there is a positive significant relationship between, e- inventory management system, e-sourcing, e-archiving and the performance of supermarket procurement function. On the other hand it was revealed that there is negative significant relationship between e-payment and performance of supermarket procurement function. The study recommends that the government of Tanzania should insist on application of electronic systems in procurement activities throughout the public institutions in order to achieve the advantages which the private organizations obtain in using electronic systems. Furthermore academicians should conduct more researches concerning application of electronic systems in procurement activities which in turn will stimulate adoption of e-procurement in ensuring efficiency and effectiveness in the government and private operations.
