Item Public private partnership projects in Tanzania: A case of new Msamvu Bus Terminal- Morogoro(Mzumbe University, 2019) Wavii, Engais E.The general objective of the study was to assess the viability of Public Private Partnership projects in Tanzania. The study specific objectives was to assess the ability of the both parties to manage the project at Msamvu, assessing the value for money of the Msamvu Bus Terminal project and to determine the challenges associated with monitoring of PPP projects at Msamvu. The study was conducted at three different areas that are; Msamvu Properties located at Morogoro Municipal Council, Morogoro Municipal Council and Local Authority Pension Fund, Morogoro Municipal. Purposive sampling was used and the sample size was a total number of ten (10) respondents. For qualitative data the researcher used the interview method for collecting data. Different theories were used as a base of arguments to support the study these are; transaction cost theory, principal-agency theory and resource based theory. The primary, secondary data were collected and were analyzed by using the grounded theory approach. The findings from the analysis showed that; the private party showed ability to manage the project well, the project manages revenue collection very well, payments mechanisms are properly articulated and executed, enhanced services to the users of the facility, risks associated with the project are well managed and lastly the challenges encountered during the implementation of the project are political interference, insufficient capacity negotiations and poor contract design. The study recommends the following; the public sector should configure and evaluate procurement options and procurement models that will ascertain the attainment of value for money, the government should establish policies that encourage private firms to invest in various sectors, and lastly, the public sector should focus on using experienced personnel in all activities involved in the PPP procedures.Item The effectiveness of procurement and contract management in local government authorities- lower levels: A survey study conducted at Babati and Simanjiro District Councils(Mzumbe University, 2016) Njelekela, Norbert MusaProcurement and contract management is a crucial aspect to government service delivery. Recently, this area has drawn a great attention from academicians and researchers. Despite the government effort to disburse a large amount of funds to the lower level government authorities, still there is substandard performance which has been reported by various stakeholders. The general objective of the study was assessing the effectiveness of procurement and contract management and implementation in the local government-lower level authorities. It sought to assess the role and capacity of actors in the lower levels, application of procurement laws, guidelines and regulations, independence of powers and political influence and the relevance of procurement methods which were used to answer the research questions. Cross-sectional survey research design was used to execute the study; targeted population was 186 respondents from wards, villages and committee members. Sample size of 127 respondents was drawn using slovin‟s formula and about 80 respondents were obtained for the study. Both questionnaires and interview guide were used as tools for data collection, Inferential and descriptive statistics methods including frequencies, percentages, levels of significance and correlations using SPSS as a tool for data analysis were used to give the findings. Representative reliability and construct validity were adopted for research quality assurance. The findings revealed that, there was high significance relationship between the variables (Sign-0.000) and variables relevance of procurement methods and independence of powers and political influence had positive contribution to the effectiveness of procurement and contract management in the lower level authorities (positive coefficients,0.353 and 0.229 with significance values of 0.001 and 0.018) the other two variables, role and capacity of actors and applicable procurement laws, guidelines and regulations had negative relationship(-0.106 and -2.40 with significance values of -.289 and 0.018).It was recommended that, the government should make effort to have a regulatory framework that will stipulate who (procurement personnel) and how procurement processes and contract management will be implemented.Item Effectiveness of works procurement contract management in achieving value for money: A case study of College of Business Education – Dar es Salaam Campus(Mzumbe University, 2017) Mnango, Hassan I.Contract management is an important activity in public procurement especially on executing development projects while aiming at value for money. On the contrary, reports from the Public Procurement Regulatory Authority show that funds have been wasted due to poor contract management practices, hindering value for money achievement in most of the public institutions across the globe. Generally, the study aimed at assessing the effectiveness of works procurement contract management in achieving value for money. Specifically the study aimed at describing the procurement methods used in works contract, the criteria used in evaluation and selection of contractors and the extent to which the contracting parties fulfill their objectives in achieving Value for money Taking the case of College of Business Education, a case study research design was used to undertake the study where by purposive and simple random samplings were used to take a sample of 69 respondents. Data were collected through the questionnaire, interview, and document review. Based on the collected data the researcher used both qualitative and quantitative approach to analyze data; qualitative data were analyzed through the use of interpretive and reflexive approaches while the quantitative data were analyzed through the utilization of SPSS program which assisted the researcher to run some of the analysis. The findings reveal that College of Business Education has been able to achieve value for money in the works procurement contracts as results of having the effective contract management practices through selection of proper procurement methods that influence competition and lead to getting the reliable contractors at lowest costs. Also, through the criteria for evaluation and selection of contractors has been able to get capable and competent contractors, and it avoids favoritism and corruption. Lastly, the contracting parties fulfill their objectives by delivering the quality and completed work on time and paying the contractors on time. Due to all these factors, they guarantee the achievement of value for money despite of some few weaknesses.Item Assessing the impact of strategic procurement on public organisation’s performance: A case of Arusha City Council(Mzumbe University, 2019) Mwitango, Robert D.This research aimed at assessing the impact of strategic procurement on public organization performance using Arusha City Council (ACC) as a case study. The study had three specific objectives; the first was to examine the influence of strategic procurement on procurement execution, the second was to assess the influence of supplier base on organization performance, and the third objective was to examine the influence of supplier selection on organization performance. The researcher applied a case study research design, and samples were selected by using purposive sampling techniques, where by questionnaire were used as primary data collection method and documentary review and internet source were used as secondary data collection method. A sample of 79 respondents was purposively selected from different department and section at ACC. The analyzed data was then presented in tables and figures for interpretation. Factor analysis and multiple regression analysis were employed for data reduction and assessing relationship between independent and dependent variables. The study realized relationship between the procurement execution, strategic supplier base, and strategic supplier selection on public organization performance The study findings revealed that the impact of strategic purchasing are contribute by the skilled workers, training and seminars to workers and suppliers, effective negotiation during materials purchasing, effective specification, strategically supplier selection, professionalism, and applicability of regulation in all the purchasing activities. The study concluded that strategic procurement within an organization contributes as much to the success and performance of the organization operations. Researcher recommend that, seminars and training could be provided to the procurement personnel and users, online purchasing system should be established at ACC, effective negotiation should be well conducted during purchasing process, the kraljic approach could be used to specify the purchasing techniques, and all purchasing should be guided by the rules and regulation and should be free from any interference such as political interference.Item Factors influencing value for money procurement in local government authorities: A case of Morogoro Municipal Council(Mzumbe University, 2019) Ngonyani, Amos A.This research intended to investigate factors influencing value for money procurement in local government authorities. Research objectives were; to determine the effect of procurement planning on achievement of value for money procurement, to evaluate the effect of employee competency on achievement of value for money procurement, to assess the effect of resource allocation on achievement of VfM procurement, and to investigate the effect of ICT on achievement of VfM procurement in LGAs. The study was conducted at Morogoro municipal located in Morogoro region. From the population of 120 a sample of 60 respondents was obtained. The methods of data collection were documentary, questionnaire and interviews the selection techniques of the respondents were purposive sampling and systematic random sampling. This study involved mixed strategies which were qualitative and quantitative analysis. From the, finding sit was observed that the procurement plan has a positive impact on achievement of value for money procurement in local government authorities. Furthermore, the study established that information and communication technology has a negative impact on achievement of value for money in the LGAs. Likewise, resources allocation is not influencing achievement of value for money procurement in local government authorities. The employee competence is influencing achievement of value for money procurement in local government authorities. On the basis of the above findings, the study recommends that the Municipal management should make sure that they have competent personnel who are in-house so as to help in the running of the procurement process. In order to achieve value for money procurement, the municipal should emphasize much in preparation and implementing the annual procurement plan Moreover, the Municipal should provide opportunities for their personnel involved in procurement activities to attend procurement trainings and seminars conducted by the PSPTB and other credible institutions. Such trainings will help the procurement staff to equip themselves with the current skills and knowledge necessary for effective management of the procurement function of the Municipal.Item The determinants of value for money in procurement of works in Tanzania’s Local Government Authorities: A case of selected LGAS in Dar es Salaam region(Mzumbe University, 2018) Nyaonge, Mbiji M.This study titled “The determinants of Value for Money in Procurement of works in Tanzania‟s LGAs” was carried out at Ilala, Kinondoni and Kigamboni Municipal Councils in Dar es Salaam Region. A review of the literature indicated that for several times LGAs in Tanzania has failed to attain VfM when performing procurement activities. In relation to this, this study sought to establish the effect of STDs, impact of ICT in procurement activities, relationship management/collaboration and institutional factors as the determinants of VfM in procurement of works in Tanzania’s LGAs. To achieve these objectives, this study employed explanatory study to explain the relationship between variables. The study collected both primary and secondary data. Closed-ended questionnaire were used to collect primary data while secondary data was collected from published journals, reports and books. The study constituted fifty nine units sample which comprised members from PMU, engineering department, TB, accounts section, audit section, and ICT department. The study used quantitative method of data collection. In data presentation and analysis descriptive analysis with the help of statistical package for social sciences (SPSS) version 23.0 were used. Factor analysis and regression analysis was employed for data reduction and assessing relationship between independent and dependent variables. The study found significant relationship between the language used in the STDs,cost of preparing STDs, ICT competence, trust, commitment, respect, political interference and community participation on VfM.However, the study failed to establish a significant relationship between the contents of STDs and ICT knowledge on VfM. The study therefore recommended that in order for the LGAs and other public institutions to attain VfM in procurement activities they should make sure that they use simple and clear language to prepare STDs, also competent personnel should be used to prepare STDs in order to minimize unnecessary cost. Also the government should provide ICT knowledge building capacity to LGAs staff. Furthermore, first priorities should be given to the local contractors in works contract activities as the study revealed that it is easier to enter into relational governancewith the local contractors rather than foreigners. Lastly, procurement activities should be conducted in accordance with the existing rules and procedures, and that the function should be free from political or other interferences.Item The contribution of procurement contract management in attaining value for money in the procurement of works: A case of VETA Kihonda and MVTTC(Mzumbe University, 2019) Sanga, DevothaIt is well understood that the purpose of procurement contract management is to deliver value for money or to improve the quality of the public service. VfM is the optimum combination of the whole-life cost and quality (fitness for the purpose) to meet the users' requirement (Msita 2007). It is therefore procurement contract management is the management of the whole life cost and quality of a project or service to meet user’s requirement. The aim of the study is to find out the contribution of procurement contract management in attaining value for money in the procurement of works. The objective of the study among others include, to ascertain the contract management competencies of the procuring entity, to determine the influence of contract administration in attaining value for money in procurement of works, to determine the influence of relationship management in attaining value for money in procurement of works, to ascertain the influence of service delivery management in attaining value for money in procurement of works. The main data collection instrument employed in this study was structured questionnaire and interviews. The study employed the purposive sampling technique. The finding revealed that the methods in place to track time, quality and cost, effective and efficient mechanism for risk analysis, dispute resolution mechanism provided in the contract document, adequate provisions are in place for standard contract. It was recommended that there is still a need for formulating a policy of value for money that would address specific issues relating to achievement of value for money such as formulation of value for money objectives, value for money terms in the contract, value for money performance criteria and contract auditingItem Effectiveness of procurement contracts management in achieving value for money in procurement of works: A case of Moshi University College of Cooperative and Business Studies (MUCCoBS)(Mzumbe University, 2013) Mchopa, AlbanContract management is an important activity in public procurement especially on the deployment of the procurement system to achieve value for money. On the contrary, reports from researchers, the CAG and PPRA have shown that public funds have been wasted and misused because of poor contract implementation and management. Generally, the study aimed at assessing the effectiveness of procurement contracts management towards achieving value for money in procurement of works. Specifically, the study intended to describe the nature of procurement contracts for works, evaluate the adequacy of formulated procurement contracts for works towards guaranteeing achievement of value for money, determine the effectiveness of procurement contracts for works implementation as per terms and conditions and determine the contribution of effective contract management on the achievement of value for money. Through taking the case of MUCCoBS, case study research design was used to undertake the study whereby purposive and random sampling techniques were used to pick a sample of 60 respondents while questionnaires, interviews, observations and documentary review were used to collect data. Data were analysed through applying qualitative techniques that involved the use of "interpretive" and "reflexive" approaches while quantitative techniques involved utilization of SPSS as a tool for data analysis. Findings showed that contracts contained all the necessary required terms and conditions to guarantee value for money and it was established that contracts were effectively executed and managed adequately when compared to the terms. Also, it was determined that management of time, quality, costs and risk control results in effective contract management which contributes highly to the achievement of value for money. However, in some contracts there were signs of ineffectiveness in terms of variations and lots of extensions of time which jeopardized the achievement of value for money. Thus, it was recommended that the college should enhance supervision, prepare quality plans, hire construction experts and perform defects inspection for completed works.Item Assessing the compliance on public procurement act no.7 of 2011 and it’s regulations on road construction projects in Tanzania Local Government Authorities (TLGAs): A case of selected LGAS in Dodoma region(Mzumbe University, 2016) Matembo, FridolinThe aim of this study was to assess the compliance on PPA of 2011 and its regulations on Road Construction Projects in Tanzania Local Government Authorities (TLGAs): The case of selected LGAs in Dodoma Region. Specifically, the study focused on; examining the compliance on signing contract documents after funds commitment and approval by Tender board, determining the compliance on achievement of value for money and identifying the major challenges facing LGAs on compliance with PPA of 2011 on road construction projects at Kongwa DC, Chamwino DC and Dodoma MC. The study adopted cross sectional survey design, whereby the data from three LGAs in Dodoma region were collected through Interview, Questionnaires and documentary review. The respondents were purposively and randomly selected, finally data were analysed through both qualitative and quantitative approach. The findings revealed that: The Dodoma LGAs have achieved to a great extent by ensuring that all contracts related to road construction were signed after funds commitment and approval by Tender board, the relationship between compliance on time, cost and quality of road works has rated as insignificant for almost to all Districts; this meant that, most of the implemented contracts were of late completion, above estimated budget and below stipulated standards. Unfamiliarity with laws and regulations, lack and poor use of technical expertise for preparation of procurement proceedings especially in designing stage, unstable flow of funds and lack of enough competent and committed contractors and suppliers for road construction materials were revealed as major challenges that faced the PPA No. 7 of 2011 and its regulations on implementation of roads construction projects in Dodoma LGAs. Finally, the researcher concluded and recommended that the best initiatives for improving compliance to PPA and its regulations towards procurement performance on road construction projects are; frequent seminars and workshops, promoting own source collections so as to cover funds gap, emphasizing the collective responsibility within and outside the organization during preparation of BOQ and specifications.Item Assessment of the influence of force account in achieving value for money in construction projects in Tanzania: A case of Bariadi Town Council(Mzumbe University, 2019) Mayani, StephenFor a long time there has been an outcry in public Institutions of low quality, delayed completion and high cost of construction projects; resulting from contractors, lack of adequate supervision, lack of funds and commitment. The government has been insisting on use of FA in construction of projects. This study assessed on influence of force account in achieving VFM in construction of Health Centers‘ buildings at Bariadi Town Council. Explicitly, the study determined the influence of personnel on VFM in construction of health centers‘ buildings, examined the influence of capital on VFM in construction of health centers‘ buildings and assessed the influence of project management on VFM in construction of Health centers‘ buildings. The study was conducted at Bariadi Town council. A mixed survey study design was used to get a sample size of 205 respondents. However, the study managed to collect and analyse193 questionnaire and 12 interview guides from key informants. Both simple random and purposive sampling techniques were used in selection of sample. The study employed a questionnaire, interview checklists and documentary review methods of data collection. Reliability of questionnaire was tested before analysis of data. Quantitative data were descriptively analyzed and finally subjected to MRA to determine significance of influence on VFM using SPSS version 20, and presented by using tables and figures. Qualitative data were analyzed by using content analysis technique. The study found that there was a relatively significant influence of organization personnel and project management on VFM in construction of public buildings. VFM was explained by 29.2% and 25.3% by organizational personnel and project management respectively with significant contribution on VFM i.e. P-value 0.000 and 0.001 respectively. Organizational capital had very low influence on VFM with p-value 0.99 which is˃ 0.05 showing insignificant influence on VFM. The study concludes that FA has improved VFM in construction of buildings in public institutions. The study provides several recommendations including hiring of adequate engineers and allocate supervision fund in the construction budget. Also BOQs, drawings, specifications and construction budget should be prepared based on project location
