    The assessment of the impact of institutional factors on public procurement performance in Tanzania: A Case of selected LGAs in Morogoro region

    This research was carried out at Four (4) LGAs in Morogoro Region, aiming to assess the Impact of Institutional factors on Public Procurement Performance in Tanzania: A Case of Morogoro Municipal Council, Mvomero District Council, Kilosa District Council and Morogoro District Council. Specifically; the study aimed to assess: the ways that organizational culture affected public procurement performance in selected LGA’s in Morogoro region, the impact of professionalism on Organization Procurement performance in selected LGA’s in Morogoro region, the ways that regulatory systems affect Organization procurement performance in Morogoro PEs and the ways that the inter and intra departmental relationship impacts procurement performance in selected LGA’s in Morogoro region On top of the specific objectives; the researcher had established four main research questions which acted as the guiding for data collection. The researcher used adopted a cross sectional survey study approach, whereby four LGAs were surveyed and from these selected areas data through interview, documentary review and questionnaires techniques were gathered. The total of 36 sampled respondents by using both purposive and simple random sampling means from a population of 68 were used to obtain informations. Then, the data were both qualitatively and quantitatively analyzed. The findings revealed that: Organizational Culture affected the procurement performance in the organization. The level of Integrity, confidentiality, ethics, conflict of interest, competencies in the area of procurement and level of procurement knowledge have greater impact on organizational procurement performance, adherence to PPA 2011 and its regulations by LGs have been realized by almost 50% and there is positive strong relationship between top management involvement, information sharing, cooperation, team working and organizational procurement performance is insignificant for almost all districts. vii Finally, the research concluded and recommended that the best initiatives that would be applied for the purposes of improving procurement performance in public sector Morogoro Region LGs in particular, are frequent seminars and workshops, employing qualified personnel; the measures which learnt and confirmed by 36(100%).
