Item Public private partnership projects in Tanzania: A case of new Msamvu Bus Terminal- Morogoro(Mzumbe University, 2019) Wavii, Engais E.The general objective of the study was to assess the viability of Public Private Partnership projects in Tanzania. The study specific objectives was to assess the ability of the both parties to manage the project at Msamvu, assessing the value for money of the Msamvu Bus Terminal project and to determine the challenges associated with monitoring of PPP projects at Msamvu. The study was conducted at three different areas that are; Msamvu Properties located at Morogoro Municipal Council, Morogoro Municipal Council and Local Authority Pension Fund, Morogoro Municipal. Purposive sampling was used and the sample size was a total number of ten (10) respondents. For qualitative data the researcher used the interview method for collecting data. Different theories were used as a base of arguments to support the study these are; transaction cost theory, principal-agency theory and resource based theory. The primary, secondary data were collected and were analyzed by using the grounded theory approach. The findings from the analysis showed that; the private party showed ability to manage the project well, the project manages revenue collection very well, payments mechanisms are properly articulated and executed, enhanced services to the users of the facility, risks associated with the project are well managed and lastly the challenges encountered during the implementation of the project are political interference, insufficient capacity negotiations and poor contract design. The study recommends the following; the public sector should configure and evaluate procurement options and procurement models that will ascertain the attainment of value for money, the government should establish policies that encourage private firms to invest in various sectors, and lastly, the public sector should focus on using experienced personnel in all activities involved in the PPP procedures.Item The effectiveness of procurement and contract management in local government authorities- lower levels: A survey study conducted at Babati and Simanjiro District Councils(Mzumbe University, 2016) Njelekela, Norbert MusaProcurement and contract management is a crucial aspect to government service delivery. Recently, this area has drawn a great attention from academicians and researchers. Despite the government effort to disburse a large amount of funds to the lower level government authorities, still there is substandard performance which has been reported by various stakeholders. The general objective of the study was assessing the effectiveness of procurement and contract management and implementation in the local government-lower level authorities. It sought to assess the role and capacity of actors in the lower levels, application of procurement laws, guidelines and regulations, independence of powers and political influence and the relevance of procurement methods which were used to answer the research questions. Cross-sectional survey research design was used to execute the study; targeted population was 186 respondents from wards, villages and committee members. Sample size of 127 respondents was drawn using slovin‟s formula and about 80 respondents were obtained for the study. Both questionnaires and interview guide were used as tools for data collection, Inferential and descriptive statistics methods including frequencies, percentages, levels of significance and correlations using SPSS as a tool for data analysis were used to give the findings. Representative reliability and construct validity were adopted for research quality assurance. The findings revealed that, there was high significance relationship between the variables (Sign-0.000) and variables relevance of procurement methods and independence of powers and political influence had positive contribution to the effectiveness of procurement and contract management in the lower level authorities (positive coefficients,0.353 and 0.229 with significance values of 0.001 and 0.018) the other two variables, role and capacity of actors and applicable procurement laws, guidelines and regulations had negative relationship(-0.106 and -2.40 with significance values of -.289 and 0.018).It was recommended that, the government should make effort to have a regulatory framework that will stipulate who (procurement personnel) and how procurement processes and contract management will be implemented.Item Factors influencing value for money procurement in local government authorities: A case of Morogoro Municipal Council(Mzumbe University, 2019) Ngonyani, Amos A.This research intended to investigate factors influencing value for money procurement in local government authorities. Research objectives were; to determine the effect of procurement planning on achievement of value for money procurement, to evaluate the effect of employee competency on achievement of value for money procurement, to assess the effect of resource allocation on achievement of VfM procurement, and to investigate the effect of ICT on achievement of VfM procurement in LGAs. The study was conducted at Morogoro municipal located in Morogoro region. From the population of 120 a sample of 60 respondents was obtained. The methods of data collection were documentary, questionnaire and interviews the selection techniques of the respondents were purposive sampling and systematic random sampling. This study involved mixed strategies which were qualitative and quantitative analysis. From the, finding sit was observed that the procurement plan has a positive impact on achievement of value for money procurement in local government authorities. Furthermore, the study established that information and communication technology has a negative impact on achievement of value for money in the LGAs. Likewise, resources allocation is not influencing achievement of value for money procurement in local government authorities. The employee competence is influencing achievement of value for money procurement in local government authorities. On the basis of the above findings, the study recommends that the Municipal management should make sure that they have competent personnel who are in-house so as to help in the running of the procurement process. In order to achieve value for money procurement, the municipal should emphasize much in preparation and implementing the annual procurement plan Moreover, the Municipal should provide opportunities for their personnel involved in procurement activities to attend procurement trainings and seminars conducted by the PSPTB and other credible institutions. Such trainings will help the procurement staff to equip themselves with the current skills and knowledge necessary for effective management of the procurement function of the Municipal.Item The determinants of value for money in procurement of works in Tanzania’s Local Government Authorities: A case of selected LGAS in Dar es Salaam region(Mzumbe University, 2018) Nyaonge, Mbiji M.This study titled “The determinants of Value for Money in Procurement of works in Tanzania‟s LGAs” was carried out at Ilala, Kinondoni and Kigamboni Municipal Councils in Dar es Salaam Region. A review of the literature indicated that for several times LGAs in Tanzania has failed to attain VfM when performing procurement activities. In relation to this, this study sought to establish the effect of STDs, impact of ICT in procurement activities, relationship management/collaboration and institutional factors as the determinants of VfM in procurement of works in Tanzania’s LGAs. To achieve these objectives, this study employed explanatory study to explain the relationship between variables. The study collected both primary and secondary data. Closed-ended questionnaire were used to collect primary data while secondary data was collected from published journals, reports and books. The study constituted fifty nine units sample which comprised members from PMU, engineering department, TB, accounts section, audit section, and ICT department. The study used quantitative method of data collection. In data presentation and analysis descriptive analysis with the help of statistical package for social sciences (SPSS) version 23.0 were used. Factor analysis and regression analysis was employed for data reduction and assessing relationship between independent and dependent variables. The study found significant relationship between the language used in the STDs,cost of preparing STDs, ICT competence, trust, commitment, respect, political interference and community participation on VfM.However, the study failed to establish a significant relationship between the contents of STDs and ICT knowledge on VfM. The study therefore recommended that in order for the LGAs and other public institutions to attain VfM in procurement activities they should make sure that they use simple and clear language to prepare STDs, also competent personnel should be used to prepare STDs in order to minimize unnecessary cost. Also the government should provide ICT knowledge building capacity to LGAs staff. Furthermore, first priorities should be given to the local contractors in works contract activities as the study revealed that it is easier to enter into relational governancewith the local contractors rather than foreigners. Lastly, procurement activities should be conducted in accordance with the existing rules and procedures, and that the function should be free from political or other interferences.Item Assessment of the transaction costs on post-harvest maize value chain peformance in Tanzania: A survey of selected maize smallholder farmers in Kongwa District Council - Dodoma region(Mzumbe University, 2018) Rutatola, Prisca PascratesThe study aimed to assess the transaction costs on post harvest maize value chain performance among maize small holder farmers in Kongwa District Council in Dodoma region. The study specific objectives comprised of assessing the transportation costs on post-harvest maize value chain performance, assessing the information costs on post- harvest maize value chain performance, assessing the middlemen costs on post-harvest maize value chain performance and assessing the effects of transaction costs on post- harvest maize value chain performance in Kongwa District Council Dodoma region. The study adopted a survey research design where a sample of 88 respondents obtained through multi stage sampling was used in the study. Interviews, questionnaires and documentary review were used as data collection techniques. Data were analyzed both quantitatively and qualitatively where chi square test and multiple regression techniques were used to establish the existence of the hypothesized relationship. It was revealed that transportation costs and middlemen costs affected post harvest maize value chain performance in terms of profits, output sales and post harvest losses in Kongwa District Council but information cost was revealed not to be a contributor of post harvest maize value chain performance in the study area. Through chi square test transportation costs and middlemen costs were significantly related to post harvest value chain performance whereas information cost was not significant related to post harvest value chain performance in the study area at P<0.05. Moreover, through multiple regression profit earned by farmers was the major effect of transaction costs on post harvest maize value chain performance in the study area than the other two performance indicators whereas post harvest losses was proved not to be the effect of transaction costs on post harvest maize value chain performance in the study area. Thus, it was recommended for the government and all associated stakeholders to take various measures focusing on reducing transaction costs such as improvement of transportation infrastructures and establishment of well equipped market areas near farmers.Item Determinants of value for money in the procurement of works in public sector(Mzumbe University, 2019) Changalima,I.A.The study was conducted at the Ministry of Finance (MOF), Ministry of Transport (MOT) and Ministry of Works (MOW) Headquarters of the United Republic of Tanzania in Dar es Salaam. The study sought to assess the determinants of value for money (VfM) in the procurement of works in the public sector in Tanzania. The study-specific objectives were to find out if procurement planning promotes VfM in the procurement process at MOF, MOT and MOW, to determine if record management of all procurement proceedings promotes VfM procurement at MOF, MOT and MOW and to assess how ICT usages in procurement activities promote VfM in procurement at MOF, MOT and MOW. It was hypothesized that procurement planning, record management of all procurement proceedings and ICT usages in procurement are significantly related to VfM. The researcher used a survey design that involved a sample of selected respondents from MOF, MOT and MOW. Interviews were conducted and questionnaires were issued to get primary and secondary data obtained through documentary review. Data were analyzed both quantitatively and qualitatively and the findings were drawn. It was revealed that procurement planning promoted VfM in the procurement process at MOF, MOT and MOW, record management of all procurement proceedings did not promote VfM in the procurement process at MOF, MOT and MOW and ICT usages in procurement activities promoted VfM in procurement at MOF, MOT and MOW. Based on these findings, it was revealed that procurement planning and ICT usage were significantly related to VfM in the procurement process. The study failed to establish the association between record management and VfM in the procurement process. Therefore, it was concluded that procurement planning and ICT usage in the procurement process were the major determinants of VfM in the procurement process at MOF, MOT and MOW. It was recommended that these public entities should make sure that procurement planning is used as the tool for successfully improving VfM procurement and application of e-procurement should be encouraged through Government support in all important aspects. The researcher suggested that further research could be conducted in order to assess the contribution of public-private partnerships in achieving VfM in the procurement of construction works.Item Factors influencing performance in pharmaceutical supply chain(2018) Fredrick E.JThe aim of this study was to determine factors influencing Performance in Pharmaceutical Supply Chain (PSC). A review of the literature showed that there is little empirical research studies conducted focusing on performance in PSC. This study aimed at filling the empirical gap and sheds light in Pharmaceutical supply chain in Tanzania. The study used exploratory design. The study was carried out in Dar es Salaam region Medical Stores Department (MSD-HQs) and a sample of 65 staffs was drawn from a targeted population of 220. Data was collected using questionnaire instrument and subjected to Statistical Package for Social Science (SPSS v.23) for running the quantitative analysis technique. The testing of hypotheses was involved several data analysis technique which included exploratory factor analysis (Kaiser-Meyer-Olkin Measure of Sampling Adequacy and Bartlett's Test of Sphericity), regression analysis (simple linear regression) and correlation analysis (Pearson correlation). The analyzed data was then presented in tables and figures for interpretation. The study found that Information, Competence, Technological infrastructure and Inventory control are direct related and they have close relationship with performance in Pharmaceutical Supply Chain (PSC). Among the four factors tested, it was found that Quality of information significantly influences Performance in PSC. This study has implication to various stakeholders and actors alongside pharmaceutical supply chain operations especially in Tanzania as well as the research community. The study recommends that actors alongside supply chain (manufacturers, suppliers, transport agencies, health facilities together with public and private beneficiaries.
