    Determinants of electronic procurement adoption in an organization: Comparative study of private and public organization: The case of TANESCO and TBL

    This study examined the determinants of electronic procurement adoption in an organization by comparing public organization (TANESCO) and private organization (TBL). The population consisted of employees in both organization of which a sample size of 52 respondents were taken from TBL and a sample size of 54 respondents were taken from TANESCO. The study considered four objectives as the influence of individual factors on e-procurement adoption, the influence of organizational factors in an organization, level of e-procurement adoption and the challenges facing organizations on implementation of e-procurement. A cross-sectional research design was used by the researcher and purposive sampling was used to obtain number of respondents needed from the whole population. Data were collected through questionnaires presented to the respondents and documentary review was used to supplement the study of which both quantitative and qualitative techniques were used. This study found that individual age and education found to have a significant relation with e-procurement adoption in TBL while individual skills and education found to have a significant relationship with eprocurement adoption in TANESCO of which education found as the common individual factor which influences e-procurement adoption in both organizations. On other side organization factors such as motivation and team work found to have a significantly relationship with adoption of e-procurement in TBL, while organizational structure and team work have significantly relationship with e-procurement adoption in the study found that team work is the major influence under organizational factor in e-procurement adoption. Also the study found that private organizations like TBL adopted e-procurement at the highest level stage compared to public organizations which are in preliminary stage of adopting e-procurement. Among challenges facing the organization on implementing the system were found to be system compatibility and supplier readiness while challenges facing the organization on the adoption process were lack of electronic infrastructure and fund. It was recommended that public organization should adopt fully e-procurement in a pace of private organization in order to increase performance of organization through cost reduction, efficiency and effectiveness. performance of organization through cost reduction, efficiency and effectiveness.

    The determinants of information sharing and the performance of supply chain: A case of beverage manufacturing companies in Dar es salaam, Tanzania

    Due to the increasing importance of information sharing in the supply chains towards better performances while there is lack of studies conducted in developing countries like Tanzania, trying to investigate the determinants of information sharing among trading partners and the impact of information sharing on the supply chain performance led to the conduction of this study so as to fill the empirical gap. The general objective of the study was to assess the determinants of information sharing and the performance of supply chain, where the first three specific objectives focused on ascertaining the influence of intra-organizational factors, inter-organizational factors and environmental factors on information sharing while the fourth and last one focused on ascertaining the influence of information sharing on the supply chain performance. The study was conducted at Dar es Salaam taking beverage manufacturing companies as a case. Resource based view (RBV), social exchange theory (SET) and network theory (NT) together with other empirical studies conducted in the developed countries were used as a basis for the development of the conceptual framework. Both quantitative and qualitative research designs were employed for findings triangulation purposes. The snowball sampling technique was used to collect data from 170 respondents using online survey while purpose sampling was used to collect data from 10 respondents through interviews. Confirmatory factor analysis and structural equation modeling were used to analyze quantitative data while explanation building process was used for qualitative data. The study findings indicated that for intra-organizational factors only information technology had significant contribution on information sharing while top management support had insignificant contribution; for inter-organizational factors only trust was significant while commitment, common vision and reciprocity were insignificant determiners; both of the environmental factors the competitive environment and environmental uncertainty were found to have significant positive influence on information sharing. Moreover, the study found that supply chain performance is significantly determined by information sharing. The study had several implications to various concerned stakeholders and suggested future studies to take into account the indirect effects of determinants of information sharing on the supply chain performance since they were ignored in this study

    Assessment of agile supply chain practices towards performance of health care sector, in Tanzania: A case of selected public hospitals in Dodoma Municipality

    The study was all about agile supply chain practices towards performance of healthcare sector. This research was conducted at Dodoma Municipality in Benjamin Mkapa hospital and Dodoma general hospital. The specific objectives of the study were to assess timely delivery of treatment to the patients on performance of healthcare in Dodoma Municipality, to evaluate integration and coordination of process towards performance of healthcare in Dodoma Municipality, to assess the extent to which quick response to patients enhance performance of healthcare in Dodoma Municipality and to ascertain the effects of agile supply chain practices on performance of healthcare in Dodoma Municipal. Data were collected by using both primary source of data and secondary source of data. Primary data was collected by using questionnaire and interview while the secondary data was collected by using documentary review and the study used the sample size of 236 respondents. Data was analyzed by both qualitative and quantitative analysis. To determine the effects of agile supply chain practices on performance of healthcare logistic regression model was used and Pearson chi-square was used to determine the influence of timely delivery of treatment, integration and coordination of process and quick response to the patients towards performance of healthcare in terms of patient‟s satisfaction. Results indicated that treatment conducted at reasonable time, waiting for registration, ICT uses in healthcare operations, reduction of path flows and quick medical assistance have positive significantly relationship on performance of healthcare in terms of patients satisfaction whereas time to contact medical personnel, effective communication and quick response with change number of patients has insignificant relationship towards patients satisfaction. Results from Pearson chi-square indicated significant relationship between timely delivery of treatment, integration and coordination of process with performance of healthcare in terms of patient‟s satisfaction, whereas quick response to the patients has insignificant relationship with performance of healthcare. The study recommends that the Government should employ adequate number of doctors, nurses, pharmacists and laboratory technicians in order to smoothen the daily operations of public hospitals.

    Assessment of the determinants towards inventory control performance in public hospitals in Tanzania: A case of selected public hospitals in Dar es Salaam region

    This dissertation was about to analyze the determinants towards inventory control performance in public hospitals in Tanzania. The specific objectives were to examine medical stock storage systems for hospitals and their influence on inventory control performance, to assess the effect of staff competence on inventory control performance, and to establish the suppliers’ influence on performance of inventory control. The study was conducted in selected public hospitals located in Dar es Salaam region. From the population of 198 a sample of 99 respondents was obtained. The methods of data collection were questionnaire and interviews the selection techniques of the respondents were purposive sampling and simple random sampling. This study involved mixed strategies which were qualitative and quantitative analysis .From the study, it was observed that the engagement of medical stock storage system which influence inventory control performance were storage location, size of warehouse, warehouse layout. Due to analysis, the researcher found that medical storage systems have significantly influence on inventory control performance. However, the analysis showed that training for incoming employees and development for existing employees are important to any organization. The suppliers which brought about influence on inventory control were capability, and delivery influence. The analysis showed suppliers have insignificantly influence on inventory control performance. The recommendations are management should make sure that they have competent staff and develop them who are in-house so as to help in the running of the system. The public hospital and other organization should take an action to improve communication and information system to assist in monitoring of inventory especially between vendors and public hospitals. Also, Organizations should allow their employees to attend training provided by PSPTB so as to improves their staff professionalism and hence obtain value for money

    Public private partnership projects in Tanzania: A case of new Msamvu Bus Terminal- Morogoro

    The general objective of the study was to assess the viability of Public Private Partnership projects in Tanzania. The study specific objectives was to assess the ability of the both parties to manage the project at Msamvu, assessing the value for money of the Msamvu Bus Terminal project and to determine the challenges associated with monitoring of PPP projects at Msamvu. The study was conducted at three different areas that are; Msamvu Properties located at Morogoro Municipal Council, Morogoro Municipal Council and Local Authority Pension Fund, Morogoro Municipal. Purposive sampling was used and the sample size was a total number of ten (10) respondents. For qualitative data the researcher used the interview method for collecting data. Different theories were used as a base of arguments to support the study these are; transaction cost theory, principal-agency theory and resource based theory. The primary, secondary data were collected and were analyzed by using the grounded theory approach. The findings from the analysis showed that; the private party showed ability to manage the project well, the project manages revenue collection very well, payments mechanisms are properly articulated and executed, enhanced services to the users of the facility, risks associated with the project are well managed and lastly the challenges encountered during the implementation of the project are political interference, insufficient capacity negotiations and poor contract design. The study recommends the following; the public sector should configure and evaluate procurement options and procurement models that will ascertain the attainment of value for money, the government should establish policies that encourage private firms to invest in various sectors, and lastly, the public sector should focus on using experienced personnel in all activities involved in the PPP procedures.

    Adoption of e-procurement and value addition to Tanzanian public institutions: A case of Tanzania public institutions

    E-procurement adoptions make purchasing activities more effective in terms of both time and cost. In Tanzania the adoption of e-procurement is at infant stage. The focus of this thesis is on adoption of e-procurement and value that can be achieved in Tanzania public institutions. In recent years, Tanzania has made a significant progress in ICT. Specific examples are on the adoption of mobile technologies, implementation of the national ICT broadband backbone (NICTBB). The ICT infrastructures which enable the government of Tanzania to embark on e-procurement adoption include: national fibre optic cable network, internet service providers (ISP) and internet cafes and increasing the number of mobiles network across the country. The research model was focused on TOE frameworks which elaborate in details the e-procurement adoption in three perspectives: 1. Organization factors: organization size, top management attitudes characteristics, relative advantage characteristics and user involvement characteristics 2. Technological factors: compatibility characteristics, complexity characteristics, technological infrastructures characteristics, and perceived benefits characteristics 3. Environmental factors: normative pressure, coercive pressure, and mimetic pressure The research methodology used in the study include the data collection techniques which focus on questionnaire as primary data collection, and secondary data collection involve books, journal and internet search engine like Google scholar. Non probability sampling was used in this study.

    Analysis of local dairy value chain for smallholder pastoralists in Simanjiro district, Tanzania

    The study aimed at analysis of local dairy value chain for smallholder pastoralists. The first objective was to identify the structure of local diary value chain and key actors’ roles. This study found that, the local dairy value chain in Simanjiro consist five (5) distinct stages, namely; input supply, milk production, trading, processing and consumption. The main actors in the dairy value chain were input suppliers, milk producers, milk traders, milk processors and milk consumers. The second objective was to explore chain strategies developed by chain actors in market milking. Results showed that; actors’ chain-strategies developed were; contractual agreement between pastoralists and milk buyers, actors often attending trainings on milk marketing, and pastoralists’ collective actions whereby benefits are accrued by being member of milk marketing groups. Third objective was to identify business challenges facing local dairy value chain actors in the study area. Findings revealed that, challenges identified to exist were; Seasonal fluctuations in milk availability, Livestock diseases, lack/few market channels for milk and milk products, poor cold chain infrastructures, facility breakdowns, quality aspects and low capacity of existing processing units. The conclusions attained through findings discussion recommended the following; Sensitize value chain concept as an economic tool to develop milk and milk products value chain, Improving efforts of milk producers on milk production and livestock management, and improvement of existing small scale milk processing units.

    The effectiveness of procurement and contract management in local government authorities- lower levels: A survey study conducted at Babati and Simanjiro District Councils

    Procurement and contract management is a crucial aspect to government service delivery. Recently, this area has drawn a great attention from academicians and researchers. Despite the government effort to disburse a large amount of funds to the lower level government authorities, still there is substandard performance which has been reported by various stakeholders. The general objective of the study was assessing the effectiveness of procurement and contract management and implementation in the local government-lower level authorities. It sought to assess the role and capacity of actors in the lower levels, application of procurement laws, guidelines and regulations, independence of powers and political influence and the relevance of procurement methods which were used to answer the research questions. Cross-sectional survey research design was used to execute the study; targeted population was 186 respondents from wards, villages and committee members. Sample size of 127 respondents was drawn using slovin‟s formula and about 80 respondents were obtained for the study. Both questionnaires and interview guide were used as tools for data collection, Inferential and descriptive statistics methods including frequencies, percentages, levels of significance and correlations using SPSS as a tool for data analysis were used to give the findings. Representative reliability and construct validity were adopted for research quality assurance. The findings revealed that, there was high significance relationship between the variables (Sign-0.000) and variables relevance of procurement methods and independence of powers and political influence had positive contribution to the effectiveness of procurement and contract management in the lower level authorities (positive coefficients,0.353 and 0.229 with significance values of 0.001 and 0.018) the other two variables, role and capacity of actors and applicable procurement laws, guidelines and regulations had negative relationship(-0.106 and -2.40 with significance values of -.289 and 0.018).It was recommended that, the government should make effort to have a regulatory framework that will stipulate who (procurement personnel) and how procurement processes and contract management will be implemented.

    Effectiveness of works procurement contract management in achieving value for money: A case study of College of Business Education – Dar es Salaam Campus

    Contract management is an important activity in public procurement especially on executing development projects while aiming at value for money. On the contrary, reports from the Public Procurement Regulatory Authority show that funds have been wasted due to poor contract management practices, hindering value for money achievement in most of the public institutions across the globe. Generally, the study aimed at assessing the effectiveness of works procurement contract management in achieving value for money. Specifically the study aimed at describing the procurement methods used in works contract, the criteria used in evaluation and selection of contractors and the extent to which the contracting parties fulfill their objectives in achieving Value for money Taking the case of College of Business Education, a case study research design was used to undertake the study where by purposive and simple random samplings were used to take a sample of 69 respondents. Data were collected through the questionnaire, interview, and document review. Based on the collected data the researcher used both qualitative and quantitative approach to analyze data; qualitative data were analyzed through the use of interpretive and reflexive approaches while the quantitative data were analyzed through the utilization of SPSS program which assisted the researcher to run some of the analysis. The findings reveal that College of Business Education has been able to achieve value for money in the works procurement contracts as results of having the effective contract management practices through selection of proper procurement methods that influence competition and lead to getting the reliable contractors at lowest costs. Also, through the criteria for evaluation and selection of contractors has been able to get capable and competent contractors, and it avoids favoritism and corruption. Lastly, the contracting parties fulfill their objectives by delivering the quality and completed work on time and paying the contractors on time. Due to all these factors, they guarantee the achievement of value for money despite of some few weaknesses.

    Factors influencing management of procurement records in Tanzania: A survey of selected procuring entities

    This study is about factors influencing management of procurement records in the Tanzania procuring entities. The study assessed the factors influencing management of procurement records. Specifically, the study examined capacity of personnel involved in managing procurement records, determined storage space, equipment and facilities in managing procurement records, and examined security and safety measures in managing procurement records in Tanzania procuring entities. The study used mixed research design. In the first place, exploratory case study was conducted in Dar es Salaam whereby fifteen procuring entities were studied. In the survey study, data were collected through a questionnaire survey involving 108 procuring entities. Questionnaire response rate was 75 per cent. Being motivated by institutional theory, resource based theory and theory of constraints; qualitative data were analysed thematically by using themes and narratives. Quantitative data were analysed through a logistic regression model in which marginal effects were determined to enable assessment of the influencing factors. The findings indicate that management of procurement records in Tanzania is influenced by the capacity of personnel, storage space, equipment and facilities, and security and safety measures. The findings make the following key contributions to knowledge. First, the findings reveal that procurement records are managed by personnel who are incapable in terms of knowledge, skills, competences and professional ethics. When these institutional resource constraints are not addressed; recurrence of the weaknesses found in the Tanzania procurement recordkeeping systems may persist. Second, the findings unveil the inadequacy of storage space, equipment and facilities for procurement recordkeeping systems. That is, most of procuring entities in Tanzania are constrained by inadequate storage space, equipment and facilities that render procurement recordkeeping systems to poorly perform their obligations. Third, the study provides empirical findings that security and safety measures in managing procurement records is a critical factor in ensuring that procurement records are available, complete, and authentic as when required for procurement decision making, providing procurement business transactional evidences, and for audit purposes. Lastly, the findings have recorded and documented the applicability and limitations of previous studies to the management of procurement records in Tanzania procuring entities.
