Assessment of post training employee performance in higher learning institutions in Tanzania: A case of Ardhi University

The purpose of this study was to assess post training employees’ performance at Ardhi University. Specifically, the study seti) to examine the training programmes attended by employees and assess whether they have been designed in line with the training need assessment at Ardhi University; ii) to assess the perception and attitudes of employees who attend such training programmes on their job performance;iii) to identify and assess the challenges organisation and employees encounter when translating the outcome of training in reality;iv) and to suggest ways to overcome the observed and identified challenges in the course of training on performance among employees at Ardhi University. The study engaged a 45 respondents sample size. The study employed quantitative and qualitative research methods in collecting and analyzing data. The study found that Ardhi University provides Training opportunities for both academic staff and non-academic staff. Employees at ARU have been trained on Environmental Technology, Gender issue, Disaster and Risk Management, Teaching Methodology, Accounts and Finance and Real Estate. However, TNA is not practiced at ARU, and as such itdoes not determine what or who needs to be trained. Moreover,training influenced employees’ Job satisfaction, employee motivation, meets the organisation, increased organisations competitive advantage. In addition,shortage of funds, teaching facilities and shortage of employees have been agreat challenge by both employees and organisation when translating training in reality. Lastly, the findings of this study suggests that, ARU should find other sources of funds apart from the grants from the government. The University should employ part time lecturers from other universities to reduce staff workload.Furthermore, the management should improve the relationship with employees by increasing their involvement in decision making, by being recognised when they outperform
Factors affecting competitiveness of state-owned enterprises (SOEs):A case of Tanzania Telecommunication Company Limited (TTCL

The study assessed the factors which limit the competitiveness of state owned enterprise and in particular Tanzania Telecommunication Company Limited (TTCL) as a case study. The study employed qualitative and quantitative methods in data collection, respondents were sampled randomly and purposively whilst the data analysis was done under the aid of SPSS. The main objective was to examine TTCL`s limited capacity to compete in the telecom market whilist the specific objectives entail examine the functioning of TTCL in the market and the factors for success or failure. The findings from the study have revealed that, TTCL has the required potentials in terms of human resource and finance. However, the big challenge is the limited human capital development plan, motivation and involvement in the TTCL management`s decisions. Secondly, the findings reveal that, the government intervenes to promote the functioning of TTCL. However, the challenge is the political interference in the functioning of the company and thus aborting the management’s decisions and operational plans for sustainable development of the company. The third factor affecting the efficiency of TTCL was found to be TTCLs divided loyalty between the employees and the management. The subordinate employees consider the management to be fraudulent and mismanage the company`s money for their own benefit. In this course, it is not easy for subordinate employees to own the agenda of efficiency for TTCL. It is concluded that TTCL still has an opportunity to grow and dominate the telecommunication market if the restructuring and the mode of managing human resources changes. The company is to consider the involvement of employees in decision making and also motivate employees in order to address the separating gap between management and subordinate employees. It is thus recommended that, the government has to put the eyes on TTCL but remove its hands in order to increase the discretionary powers of management to take quick measures which can enhance the company`s creativeness and innovativeness to curb the market potential
Impact of employee motivation toward improving employee’s service delivery at Vodacom (T) limited

The purpose of this study was assessing the impact of employee motivation toward improving employee’s service delivery at Vodacom (t) limited. The study employed case study design with sample of 98 staff working with Vodacom was selected using simple random sampling and purposive sampling. The data were collected using interview and questionnaire and analysed using content analysis, descriptive statistics and regression analysis. The study revealed that employees salary, performance bonuses, loans with low interest rate, health insurance and end of year employees trip package have positive statistically significant relationship with staff always deliver services consistent with expectations of customers. The study found that employees salary, performance bonuses, loan with low interest rate and end of year employees trip package have positive statistically significant relationship with staff never receive complaints after serving customers while property loans (Car and land), low interest rate, health insurance and performance acknowledgement have positive statistically insignificant relationship with staff never receive complaints after serving customers. The study found that management work close with staff and trust them in their daily operations, management should create succession plan for motivating employees in senior position, increasing wage and bonus of employees, giving opportunity for staff to buy shares of the company so that they can be part and parcel of the organization, promote employees recognition and appreciation for their work done by rewarding them annually and promote employees recognition and appreciation for their work done by rewarding them annually as factors that need to be taken into account to improve employees motivation as stimulus for quality service delivery at Vodacom Tanzania Limited. The study recommends that Vodacom Tanzania has to improve the employee's salary, performance bonuses, loan with low interest rate and end of year employee’s trip package motivation in order to ensure that staffs always deliver services which are consistent with expectations of the customers and at the same time reduce amount of complaints received after serving customers
Conflicts among councillors in the local government authorities: A tale of Msalala District Council

This paper focused on conflicts among councillors in Tanzania's Local Government Authorities, where qualitative approaches were employed in data collection and analysis. The study focused on understanding the causes and effects of conflicts in the Local Government Authorities where Msalala District Council in Shinyanga Region was used as a case study. A sample of 22 participants was interviewed through mobile calls. Various local government documents, including the minutes of meetings and reports, were reviewed. The study found three types of conflicts at Msalala District Council. The conflict between the elected councillors themselves, conflicts between the District Council Chairperson and other councillors and conflicts between elected (Ward) councillors and special seat councillors. It was further found that the conflicts were contributed by the low level of education among councillors, personal interest and selfishness, poor communication, conflicting roles and unequal distribution of resources. The study found that the conflicts among the councillors affected the implementation of projects in the council, reduced the morale of the special seat councillors and increased unnecessary costs to the council. Different mechanisms have been adopted to resolve conflicts, like collective bargaining and cooperativeness, which are emphasized for the growth of local government authorities, and this reduces the rate of biased decisions. This study recommends training for councillors immediately after being elected to provide awareness of their roles and duties in the local government authority.
Whom are you speaking for? Obstacles to participation encountered by special-seat councillors in Tanzanian Local Councils

Abstract With the implementation of the special-seats programme at the local level of the Tanzanian government, special-seat representatives experience obstacles similar to those experienced by their counterparts in the Tanzanian parliament – the national level. It was established that because of these obstacles, the participation of these women councillors – defined as the attempts they make to affect decisions – is rather low compared to elected male and female councillors. This article focuses on the context in which special-seat councillors have to do their work and how this could partly explain the low participation. It addresses how the special-seat councillors function in practice, and how this compares to the functioning of councillors elected from the wards. The insights into their functioning are derived from data collected from four councils, observation of the meetings, and interviews with councillors between 2012 and 2014. The authors conclude that an improvement of accountability mechanisms would be important for increasing the participation of the special-seat councillors and propose three changes in the organization of the special-seats programme to bring this about.
