A total of 23 sub-projects were appraised in accordance with the Environmental Management Act in four regions in Tanzania. The effectiveness of the appraisal process, including involvement of different parties, was assessed during the whole project cycle. Long delays in the process by the National Environment Management Council have often created a time conflict with the implementation schedule falling behind and delaying projects.
