    Teacher turnover in public secondary schools: A case of Wete district, Pemba

    The study is about teachers‟ turnover in Public Secondary Schools with reference to Wete District, Pemba between October 2015 and February 2016. The study aimed to assess the existence of Teacher Turnover in the area of concern, to know its causes and effects as well as suggesting several remedial methods of combating teacher turnover in public secondary school. The case study design was used where 49 respondents were involved. 29 were selected via simple random sampling and 20 were obtained using purposive sampling according to their positions. The study used both primary and secondary data which were collected using different means of data collection; while the data collected were analyzed using various statistical means. Findings revealed that, Teacher Turnover has a great impact to all educational stakeholders even though it is not considered as a problem by the employer. The common causes of teacher turnover mentioned are; overburdening of duties, poor working environment, status of teacher in community, level of salary paid, employment security, students‟ behaviour and so on. While others are impacted by falling down of educational performance, un-manageable shortage of teacher, losing of students learning Morale, to enforce poor parents on paying over freelance teachers and alike. Apparently, this can be managed by the restructuring pay system, employing appropriate number of teachers per school, enabling conducive teaching and learning environment and ensuring equity and equality among public servant as well as close participation among educational stakeholders. The study has recommended that, there is a need of making teaching an enjoyable field like other in the public sectors, hence retaining teachers may influence educational improvement in the world of science and technology in Zanzibar.

    Teachers absenteeism in public secondary schools in Bukoba district council

    The general objective of the study was to assess the factors which influence teachers‟ absenteeism in public secondary schools in Bukoba District Council in Tanzania. Specific objectives were to examine whether there is teachers‟ absenteeism in public secondary schools in Bukoba District Council., to examine personal factors for teachers‟ absenteeism in public secondary schools, to examine school factors for teachers‟ absenteeism in public secondary schools, to examine environmental factors for teachers‟ absenteeism in public secondary schools and to identify measures of reducing teachers‟ absenteeism in public secondary schools in Bukoba District Council. The study was conducted in four public secondary schools namely Maruku, Nyakato, Kikomelo and Katoro secondary schools. The study involved the sample of 57 respondents including secondary school teacher, Heads of school, Head of TSD, Head of school Inspection Department and Head of Secondary Education Department. Both primary and secondary data were collected using various data collection methods and techniques including questionnaire, interview, observation and documentary review. Data was analyzed by using both qualitative and quantitative methods. The study found that young age, gender, illness, education level and job dissatisfaction are personal factors that influence teachers absenteeism while old age was found in this study to have no influence on teachers‟ absenteeism. Also poor leadership style of the head of school, poor school environment, high pupil – teacher ratio and assignment of non-teaching tasks to the teacher were found to be school factors that influence teachers‟ absenteeism. Moreover, location of school, residence of the teacher and education level of the parents as environmental factors influence teachers; absenteeism as it was discovered in this study. The study recommends that the government should make all stake holders aware of secondary school teachers‟ absenteeism problem so that they can join together to minimize or eradicate the problem. Further research should be conducted by looking into the loss in terms of fund caused by teachers‟ absenteeism in Bukoba District Council.

    School performance: A comparative study between public and private secondary schools in Kinondoni municipal council

    The purpose of this study was to assess the causes of school performance difference between public and private secondary schools in Tanzania. Three research objectives were addressed namely: to assess the reasons for private secondary schools to outperform public secondary schools; to compare the resources available in public schools and private schools; and compare the teachers‟ motivation in public schools and private schools in Kinondoni Municipal Council. A case study design was used. The target population included 50 secondary school students, 50 teachers, five heads of schools, one District Secondary Education Officer, and 50 parents in Kinondoni Municipality. Data were gathered from the questionnaire, observation, interview schedule, and documentary review. Qualitative data analysis method was used for analyzing the data collected. The major findings revealed that,about 40 (80%) teachers and parents shows that private schools perform better than public secondary schools due to their recruitment of competent teachers, good pay for their teachers, making availability of teaching and learning resources, good set control system of school management team(SMT), and good students enrollment system. Also the finding indicate that the level of school managers involvement in decision making about the school issues is high in private secondary schools, 45 (90%) teachers agreed in private schools have committed teachers, financial capability, good and competent school managers, and active inspectorate personnel. Moreover, the findings revealed that the most incentives used by 5 (100%) heads of schools to enhance private secondary school teachers’ classroom performances were a delegation of duties. Finally, the researcher has put forth that, the government has made more effort to steadiness education delivered by public secondary schools to its people. There is a need to make sure that the gap developed between these private and public secondary schools is removed or reduced. Hence, it is high time for the government to make sure that public secondary schools are provided with all resources as require same to private schools.

    Influence of leadership style on teachers’ job satisfaction in Tanzania: The case of public secondary schools in Musoma Municipal council

    Leadership is a process influence between leaders and subordinates where a leader attempts to influence the behavior of subordinates to achieve the organizational goals (Koontz et al, 1988). Organizational success in achieving its goals and objectives depends on the leaders of the organization and their leadership styles. By adopting the appropriate leadership styles, leaders can affect employee job satisfaction, commitment and productivity. The purpose of the present study was to investigate the effects of leadership style on teachers’ job satisfaction in public secondary schools in Musoma Municipal Council. The study examines whether transformational and transactional leadership styles stimulate and sustain teachers’ job satisfaction. Questionnaires were administered to 54 public secondary school teachers from different schools. The Multifactor Leadership Questionnaire (MLQ) and the Minnesota Satisfaction Questionnaire (MSQ) were used by teachers to assess their heads of schools in relation to the satisfaction they derive from their jobs. To analyse the data, multiple regression analyses were conducted to examine how well transformational and transactional leadership factors predict teachers’ job satisfaction. Overall the results of the present study yielded some significant findings. The results showed a positive correlation between transformational leadership dimensions on teachers’ job satisfaction. With regard to transactional leadership dimensions, the results showed that transactional leadership affects the outcome variable, but their influence was lower as compared to the influence of transformational leadership factors. The individual transactional leadership factors that had positively influenced the outcome variable were Contingent rewards and active management by exception. The remaining two transactional leadership factors, passive management by exception and laissez-faire had mainly negative effects on the outcome variable. Moreover, the results showed that the influence of transformational and transactional leadership on job satisfaction were slightly affected by taking teachers’ background characteristics into account. The results for instance revealed academic difference with regard to levels of job satisfaction. ix Based on these results, the following implications for further research are formulated. First, more research in the African educational context is needed in order to further confirm Bass’s claim (1985) of the universality of transformational and transactional leadership across different cultures. Second, apart from job satisfaction, other potential mediator variables (e.g organizational climate, trust in leadership) should be used in future research in examining the relationship between transformational and transactional leadership and teachers’ work related variables. The results also have implications for the preparation and the training of school leaders in Tanzania. In order to enhance higher levels of teachers’ work related attitudes and behavior, it is strongly suggested that school heads in Tanzania should practice transformational leadership behaviors and practices. It is also advocated that school heads, both practicing and aspiring school leaders, should receive training in both effective transformational and transactional leadership practices, this can be through seminars, workshops and updates on school administration and leadership in order to sharpen the skills of institutional leaders on the job and equip them with knowledge to influence the retention rate of teachers to benefit the student, the teacher, and the school system. Lastly, the fact that job satisfaction has shown to be an important mediator of leadership and teachers work related attitudes and behavior suggests that the Tanzanian government ought to pay attention to teachers’ job satisfaction, in order to enhance teachers’ commitment to the present educational reform process. The issues related to salary and working conditions seems to be the bones contention and need urgent attention if we are to guarantee the success of the educational reform process in Tanzania

    Impact of leadership on performance of public secondary schools : The case of Hai district council,

    This study aimed to assess the impact of leadership on public secondary schools performance in Hai District Council and determine if the heads of schools’ leadership style(s) affected schools academic in general. More, specifically the study determined the heads of schools’ leadership style(s) using the transformational leadership and transactional models and its effect on academic performance of schools and teachers’ job motivation in terms of achievement, competency, status, personal worth, and self-realisation in public secondary schools. The findings of this study are expected to benefit: school heads and teachers; the general public; and other researchers who would want to carry out research on similar topics. The objectives of this study were to: i) find out the relationship between leadership and school performance as well as teachers’ job performance, job satisfaction and motivation, ii) examine the effects of heads of schools leadership styles in public secondary schools and iii) establish the relationship between the impact of head of schools leadership styles in improving school performance. A descriptive research design was used and a case study approach was adopted. The target population of interest was 28 public secondary schools registered in Hai District Council. A non-probability sampling technique or method was used for this study. The study purposively selected 6 public secondary schools and 10 respondents from each of the schools as being representative of the target population. Data was collected using the questionnaire method. Quantitative data was analysed through the use of descriptive statistics which included frequencies, percentages and means as measures of central tendency, while the qualitative data was analysed through the use of content analysis. The analysed data was presented using tables. Among the key findings of this study was that teachers who lack enthusiasm are unable to teach effectively, making students not to learn well. It also showed that heads of schools’ attitude of not considering teachers’ suggestions in decision making made teachers lose interest in their job. The study recommends that the Ministry of Education and Vocational Training should seek ways to improve school performance through training of both heads of schools and school boards, making right decision and responding to changes and espousing the practice of transformational leadership style.

    Factors for teachers’ retention decision in teaching profession: A case of public secondary schools in Nyamagana

    This study investigated factors influencing teachers‟ decision to stay in the teaching profession. The study was conducted in Nyamagana Municipal Council (NMC) public secondary schools. The study contains four specific objectives which are to find out how teacher personal characteristics influence teachers‟ decision to stay in teaching profession; to examine how job security and compensation influence teachers‟ retention decision towards teaching career at NMC public secondary schools; to find out whether working environment influence teachers‟ decision to stay in teaching profession in the public secondary schools at NMC and lastly to identify government initiatives for retaining teachers in their teaching profession at NMC public secondary schools. The study used a case study research design to achieve its objectives. The sample of this study was 60 respondents who were obtained through purposive sampling, stratified sampling and simple random sampling. Since the study adopted both qualitative and quantitative research, interview and questionnaires were used as data collection tools. The field data was collected in accordance with the specific objectives, presented and then analyzed statistically through simple tables, graph and percentage analysis by using Statistical Package for Social Science (SPSS) Software. The findings indicate that, teacher personal characteristics, job security and compensation are influential factors for teachers‟ decision to stay in teaching professional at NMC public secondary schools. The findings also revealed that a yearly gradual salary increase, working conditions improvement, provision of career development opportunities and promotion are initiatives that government implements to retain teachers. Finally the study provides conclusions of the findings related to factors discussed in this work and how they influence retention decision among teachers. Then recommendations suggest for proper strategies to increase job satisfaction among teachers to increase the level of teacher retention in public secondary schools.

    Effectiveness of human resource management practices on the retention of mathematics teachers: A case of public secondary schools in Arusha city council

    Employee retention is one of the challenges facing many organizations today. For many organizations, strategic staffing has become a concern because the ability to hold on to highly talented employees can be critical to the future survival of the organization. This study assess the effectiveness of human resource management practices namely Employee empowerment, Training and development, Performance appraisal and compensation on the retention of public secondary schools mathematics teachers, taking Arusha city council as a case study. The research aim was to study how Mathematics teachers regard the effectiveness of the mentioned HRM practices on their decision to remain or quit. Data were collected using questionnaires consisting of questions with 5-points Likert scales distributed to samples of 61 mathematics teachers in Arusha City Council. Analysis of data was done using SPSS Version 16.0 descriptive statistic software. The study revealed that Human resource management practices namely compensation, empowerment, training and development and appraisal system in the education sector, as observed from Arusha City council were not effective to facilitate retention of mathematics teachers. It was further revealed that compensation plays a vital part on the decision of employee (mathematics teacher) to stay or quit. However, not all private schools are paying well compared to the public schools, other factors such as good working environments, leadership and more non-financial benefits that are offered by private schools encourages mathematics teachers to run away from public to private schools and other institutions that needs them.

    Challenges facing promotion of teachers in public secondary schools: The case of Ilemela municipal council

    This study intended to investigate the challenges facing Public Secondary Schools in the promotion of teachers in Ilemela Municipal council, Mwanza region. The population of the study included officers from the TSD and HRD, MD, MSEO and teachers from Ilemela Municipal council who were obtained through both probability and nonprobability sampling techniques whereby simple random sampling and purposive sampling techniques were used. The study sample comprised 64 respondents. Also, the methods of data collection employed were questionnaires, interview and documentary review. The data were analysed using both qualitative and quantitative methods. Besides, a Statistical Package for Social Scientists (SPSS) was used for quantitative data. The findings indicate that there are some delays in the promotion of PSST. The reason for delays include the negligence of the responsible officials, some teachers reaching the bar, poor record keeping in the TSD office, the delay to get the TSD number and budget deficit. The challenges facing the TSD, HRD, MSEO and the MD were identified and how the situation can be improved through both primary and secondary data from the case. The study recommends the following: Trainings should be given to PSST in IMC on the promotion criteria and procedures so as to make them aware of these criteria and procedures; Record keeping and information management should be improved for promotion reasons; Mechanisms to minimize bureaucracy in the promotion process should be designed in order to reduce the time to process teachers‟ promotions; Promotion rights for promoted employees should go timely with employees‟ rights such as salary increment; There should be a special fund allocated separately and adequately for promotion of PSST; The management should promote the PSST accordingly and immediately after they have attained the required qualifications.

    An assessment of the effectiveness of sports administration in Tanzania. A case of public secondary schools in Morogoro municipality ”

    The poor sports performance in Tanzania has been the main reason towards the conduct of this study on assessing the Effectiveness of Sports administration in Tanzania: A case of Public Secondary Schools in Morogoro Municipality. Various researches have been conducted but the gap is still there because they have failed to clearly show to why Sports in Africa, specifically in Tanzania enter into trouble. Therefore the study using the theory bureaucracy of Max Weber has been done to supplement present knowledge. The variables which were put under investigation were the quality of the sports administrators, the organisation of the sports activities, relationships of sports activities and structures and the influence of policy in sports activities; the variables which are analysed in the theory of bureaucracy. In order to reach to the objectives of the study, case study research design was used and the researcher selected only 60 respondents from the population of 14814 sports stakeholders. The sample size was obtained purposively, under stratified random sampling and under simple random sampling. On the aspect of data collection, the study employed both primary and secondary methods of data collection. The data collected have been analyzed by various statistical means like frequency and percentages Moreover, the study identified the most common problems related to sports administration so that the government and the sports stakeholders know the problems surrounding them. The problems identified are poor sports administrators, poor sports organisation, poor sports relationships and poorly formulated sports policies that undermine the progress of sports activities in Tanzania. The ways on how to combat these problems have also been disclosed in this study like having well qualified sports administrators, well formulated sports policies, well organized activities and effectively related sports structures. If these are done, Tanzania may shine in the international competitions like other countries like Brazil, England, etc.
