Item Political decentralization and decision making process: Experiences from Temeke municipal council(Mzumbe University, 2017) Lukuwi, MatatizoThis study investigated political decentralization and decision making process at Temeke Municipal Council. Specifically the study examine the decision making process; to explore the extent to which the government support political decentralization; and to identify factors hindering decision making process. The data were collected through interview schedules, questionnaire and review of documents. The collected data were analysed using thematic content analysis for the qualitative data while the quantitative data were analysed using SPSS and Microsoft excel. The findings indicated that, the majority 51 (58%) of the questionnaire respondents are not aware of the decision making process. In addition, the majority 68 (72.3%) of the questionnaire and interview respondents are not satisfied with the support from the government as the actual decision making is to a large extent controlled by the central government representatives. Furthermore, the data analysed in this report suggest that some governance indicators have significantly improved following the implementation of political decentralization. For example, there is evidence of increased electoral and civic participation, access to information, and trust of LGAs. The financial accountability of LGAs also appears to have improved, so does the participation of women and young people. Lastly, the study revealed a number of factors hindering decision making process like, political interference, inadequate fund, poor government supports, and lack of transparency, poor leadership and management in general and low education and citizen awareness. In view of these findings, it is recommended that civic education on political decentralization and decision making should be improved; the central government must develop effective revenue collection laws to ensure local governments have autonomy over fiscal resources, offer strong support to develop local revenue collection systems and attribute national funds to local governments on the basis of local government need. Last but not least, the central government should safeguard the roles and responsibilities of local government in the system of law.Item An investigation of community participation in decision making in local government authority: The case of Morogoro District council(Mzumbe University, 2013) Joel, SaraThis study aimed at investigating the community participation level in decision making in local government authorities, specifically in the Village Assembly Meetings in Morogoro District Council. The government of Tanzania has been advocating various local governance and participation initiatives through the famous Decentralization by Devolution Policy of 1998 and the Local Government Reform. However, local people/communities at lower level at large have always been unable to utilize effectively this opportunity in their areas of jurisdictions. This is because they lack critical capabilities or competence needed to have more control of their resources. The concept of community participation is central in underpinning successful development programmes. Studies on the Tanzanian government's efforts to decentralize decision making to the districts and ultimately the village levels indicate that, local people do not constitute key players in the processes and have limited participation in decision making. This study was conducted in six villages in Morogoro District involving 80 respondents who were purposively and randomly selected. Data were collected using structured questionnaire, supplemented by interviews for key informant and observation. Data were analyzed through Statistical Package for Social Sciences (SPSS) and Microsoft Excel Spread Sheet. The findings showed that the level of education was the key factor that affect decision making in village meetings. Villagers were occasionally given feedback and report on development and financial matters, although accountability of villager leaders was ranked very poor. The study recommended that to enhance villagers‟ participation in decision making, there should be frequent village meetings, accountable and transparent leaders, leaders with scandals of misappropriating village funds and projects should be forced to step down.Item An investigation of urban community participation in planning and implementation of local government development programme in Ilala Municipal council(Mzumbe University, 2016) Ngawe, ErickCommunity participation in development programmes is revealed to be vital in development approach in order to ensure success and sustainability of community based programmes and projects. It provides the chance for local people and other stakeholders to come together at one Table for the purpose of sharing experience and decision making on the provision of social services in the community. This study sought to investigate the effectiveness of urban community participation in planning and implementation of development programme and projects. Specifically the study expects to address the following four specific objectives, first to identify and describe development programmes and projects, second to investigate the extent to which urban community participate in planning and implementation of the development programs and projects, third to describe and examine the challenges of community participation in urban development program and projects, and lastly to examine the ways used by the local government authority to motivate community participation in development programmes and projects. The research findings revealed that community participation in the development process has numerous benefits in service delivery such as provision of required services, satisfied services, proper use of public resources and speed up development process. The implication of these findings to the policy makers and other stakeholders is to design strategies that could ensure that there is effective participation of local community in decision making process from setting priorities, develop plans as well as proper utilization of human resource and implementation of programmes and projects which have been identified by the community. Also the policy should state clearly the importance of conducting training to mtaa leaders at the ward level.Item An investigation on people’s participation in village assembly: A case of Biharamulo District council, Tanzania(Mzumbe University, 2017) Ndikwiki, EdosiThis study investigated people’s participation in village assembly. Despite the presence of official directive which requires at least 20% of people to attend the statutory village assembly meeting, the studies reviewed by researcher indicated that most of people are not attending the statutory village assembly meetings. It is this reason which triggered the researcher’s interest to undertake this study. Three research questions guided data collection, that is: What is the actual trend of statutory village assembly meetings attendances? What are the reasons for poor attendance at the statutory village assembly meetings? Are the village leaders taking measures to make people attend the statutory village assembly meetings? Case study design was used to address the above three questions whereby the research approach employed was mainly qualitative in nature. The study used the sample of 18 people selected from two villages. The documentary review and interview guide were used as data collection instruments. The data collected from the field were analysed by using content analysis approach (narrative approach). The findings obtained from the study indicated that the state of poor attendance at the statutory village assembly meetings is mainly caused by village leaders themselves especially in failing to implement some core issues which are part and parcel of their duties. The study further testified that there is lack of awareness among the villagers on the importance of attending the statutory village assembly meetings. As it was realised from this study that together with the presence of complaints against irresponsibility of village leaders, even those few villagers who normally attend the statutory village assembly meetings have failed to take serious measures like giving the elected leaders particularly the Village Chairperson (VCP) the vote of no confidence or in other way to conduct the peaceful demonstration which indicates their concern on the irresponsibility of their leaders. At this point, the researcher suggests that the provision of civic education to villagers is very important for the effective participation of people in the statutory village assembly meetings. In similar vein, recommendations to specific authorities and policy maker were asserted in regard to these findings, and suggestions for further research were also asserted.Item Contribution of community participation in ensuring sustainable water service delivery: A case of people living around Mindu Dam in Morogoro Municipal council(Mzumbe University, 2015) Maeda,Anna P.This study focused on the contribution of community participation in ensuring sustainability of water service delivery a case of the people living around Mindu dam in Morogoro municipal council. The study intended to answer three research questions which are: What are the ways of community participation in ensuring availability and sustainability of water service delivery in Mindu area; What is the attitude of the Mindu community towards participating in conserving Mindu Dam and What are the challenges facing the Mindu community in conserving the Mindu Dam as a source of water in Morogoro Municipal Council. Case study design was employed to address the research questions. The findings revealed that there were very minimum or rather no active participation of the Mindu area community in ensuring sustainable water service delivery at Mindu Dam. The attitude of the people surrounding the Mindu Dam was found to be positive, since they were willing to be involved in planning, making decision and implementing conservation of the catchment areas for sustainability of water service delivery. Challenges such as poor relationship between MORUWASA and communities surrounding catchment areas and Absence of alternative for earning income for some of community members apart from practicing agriculture around catchment areas were noted among others. It is recommended that education should be given to the community members to raise awareness on environmental conservation as well as finding alternative source of income to the community members rather than depending on the activities that are harmful to the dam like fishing and irrigational activities. Further studies are needed to find out the best way for conserving environment surrounding catchment areas. Also, broader study is needed to include other catchment areas apart from Mindu Dam in other parts of Tanzania to have a wider understanding about contribution of community participation in ensuring sustainability of water service deliveryItem Community participation in managing secondary school academic performance: A case of selected secondary schools in Kilosa district council(Mzumbe University, 2019) Wanjara, ShukuraniThis study was about community participation in managing secondary schools academic performance. The study was carried out at Kilosa District council. The researcher employed three objectives which were, to examine the extent of community in Secondary Schools academic performance, the second objective was to find out the approach of community participation towards managing Schools academic performance, and the third objective was to explore the factors which limit effective community participation in decision making and administration of Schools academic performance. A case study design was adopted whereas a sample of one hundred and forty three (156) respondents was selected through simple random sampling and purposive sampling. Questionnaires, interview and documentary review were employed for data collection. Quantitative data were analyses through SPSS programme version 20, then data were presented in table, frequency and percentage, while qualitative data were analysed through content analysis. The findings of the study reveal that community participation enabled parents and teachers to get involved and assist students to study hard through their efforts this led to increase academic performance in Secondary Schools. Also, community participation resulted for parents to organize themselves and contribute money and pay temporally teachers of science subjects due to scarcity of those teachers, this led to the increase of performance for science subjects. Meanwhile, the study reveal that, the approaches used by parents to participate in School development was through meetings, cost sharing, this encouraged them to discuss together and work as a team for their children achievements whereas they contributed money for laboratories constructions, classrooms as well as teachers for accommodation, all these contributed to the performance of students in terms of academic. The researcher also discovered some challenges that hinder effective participation such as: political interference, low level of education, poverty and top down decision. The researcher concluded that, employed community participation is pivotal to create harmonious academic performance through involvement of community members which led to the achievement in terms of academic performance to the students.Item Community participation in Muheza district council. A case of ongoing construction of classrooms in secondary schools(Mzumbe University, 2015) Mtumbi, Imani MohamedTanzanians have been participating in the delivery of education yet the sound contributions remained minimal in providing school facilities. Therefore, community participation in education is characterized as a vital strategy for improving educational delivery in secondary schools. Due to the importance of community participation in education, analysing the community participation in ongoing construction of classrooms in secondary schools in the studied area was undeniable. Specifically, the study analysed the following; (i) to analyse the role of community participation in ongoing construction of classrooms in secondary schools (ii) to assess the effectiveness of community participation in ongoing construction of classrooms in secondary schools (iii) to explore the extent to which government support the community participation in ongoing construction of classrooms in secondary schools (iv) to identify the challenges of community participation in ongoing construction of classrooms in secondary schools (v) to explain the useful measure to be taken to improve community participation in ongoing construction of classrooms in secondary schools. The study employed 90 respondents to collect data by use of interview, questionnaires, focus group discussions, field observations and documentary reviews. Quantitative data were analysed through Statistical Package for Social Science (SPSS) computer software while qualitative data were summarized and analysed manually. The study findings indicated that the communities were ineffective in the participation in ongoing construction of classrooms in secondary schools. Ineffective participation implies that there is minimal community participation in ongoing construction of classrooms for secondary schools. Also, the finding revealed challenges namely political interference, negative attitude, low government supports and low level of income which were reducing community participation in ongoing construction of classrooms. It was therefore recommended that strong efforts should be taken by the government and other stakeholders to educate the communities and politicians the mandatory of the communities to participate in improving school infrastructures.Item Assessment for community participation in solid waste management in urban settlements: A case study of Mbeya city council(Mzumbe University, 2018) Said, Yahaya H.The main objective of this dissertation was to assess the community participation in solid waste in Mbeya City Council. Specifically the study were to assess the current state of the solid waste generation and management, to examine the role that the community plays in solid waste management, to examine the role City Council plays in solid waste management and to examine the influence of the City Council and community participation on waste management in the study area. Data was collected by using systematic, purposive and convenience sampling methods from a sample size of 101 individuals. Date analysis of qualitative data was done by using the grounded theory approach; and for quantitative data, the multiple regression analysis was employed. The findings of this study revealed that the nature of solid waste generated by the Mbeya city council residents was mainly organic and inorganic waste material. The community participates in managing solid waste through individual household efforts, not collective efforts. Also there was a limited effort from the City Council in establishing solid waste consolidation points in the streets; on the other hand, the city Council was doing well at enforcing the bylaws that fosters good waste management in the streets. Also the last discovery of this study was that both, the City Council and the community efforts were critical to the performance of good solid waste management in the city. The researcher concludes that, the efforts of both, the city council and the community are critical to the reduction of waste produced in the cities. The study recommends that these two stakeholders need to play their roles in preserving the environment. The study also recommends that, the awareness campaign and education to the community should be given a priority which will eventually make them understand the benefit of Solid waste management. Consequently, City Authorities should invite other stakeholders including Community Based Organisations (CBO‟s) and other private sectors to collective responsibility in managing solid waste.Item “Community participation and sustainability of national water projects: The case study of Chalinze water supply project in Bagamoyo district(Mzumbe University, 2013) Shayo, DeogratiasThe main objective of this study was to examine community participation and sustainability of National Water Projects with case study of Chalinze National Water Project, in Bagamoyo District. Specifically the study intended to (1) determine community‟s involvement in decision making in Water Supply Project; (2) examine community‟s contributions in development and sustaining Chalinze National water supply project; and (3) to assess the roles of the local government in sustaining Chalinze National water supply project. The study was conducted in Chalinze whereby 130 respondents were selected to obtain both quantitative and qualitative data. Structured questionnaires, Focus group discussions, observations, interview of key informants and documentary reviews were used to obtain relevant information. Checklists and observation kits were used for interviews and Focus group discussion and observation. It was that the community participation in planning and implementation Chalinze Water Supply Project was very poor while monitoring mechanism of operation and management as well as community participation on decision-making was poor. The Local government does not yet implement its role of building community capacity to manage Chalinze Water Supply Project. Community still knew that Chalinze Water Supply Project is government property and not theirs. It was recommended that before implementation of any community based project, community must be educated on current government policy on community participation and involvement in decision-making. COWSOs as WAMACHA should have enough knowledge and skills required to manage water projects. They should financially be good and there must be well known established structures from the grassroots water users to the top management of the project. The Local government who is a main stakeholder must play its role of empowering and regulating Water User Association.
